RECOMMENDED ACTION;
Adopt Resolution No. 2015-234 accepting a grant of $3,201 from the San Diego County Law Enforcement
Foundation to the City of Carlsbad Police Department and appropriating the funds to purchase lifesaving
equipment.
ITEM EXPLANATION;
The San Diego County Law Enforcement Foundation offers annual grants for lifesaving equipment to law
enforcement agencies in San Diego County. The Police Department applied for grant funding to purchase
eighty combat-style tourniquets and tourniquet holders, for patrol officers to carry while in the field. In
response to recent violent events, such as the Boston Marathon bombing, law enforcement agencies are
recognizing a need for tourniquets as a tool for first responders. In many cases, fatalities are caused not
by the immediate blast or bullet, but by rapid and catastrophic bleeding. Officers equipped with
tourniquets are needed in response to the changing nature of emergencies. Since 2013 some 200,000
police officers have begun to carry these devices. The Police Department received a $3,201 grant from
the San Diego County Law Enforcement Foundation to purchase combat-style tourniquets and holders.
FISCAL IMPACT;
The total cost of eighty tourniquets is $3,201 which is fully reimbursable by the San Diego County Law
Enforcement Foundation Grant. There are no on-going costs associated with this purchase. Staff requests
that the City Council accept the grant and authorize the Administrative Service Director to appropriate
the $3,201 to the General Fund for the planned expenditures.
ENVIRONMENTAL IMPACT;
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

J WHEREAS, the City Council wishes to acknowledge the generosity and support of the
8 San Diego County Law Enforcement Foundation, who provides grants for lifesaving equipment
^ to law enforcement agencies countywide annually; and
WHEREAS, the San Diego County Law Enforcement Foundation offered a grant of $3,201

to the City of Carlsbad Police Department to purchase lifesaving equipment; and

WHEREAS, it is the desire ofthe City of Carlsbad Police Department to use that funding
j4 to purchase combat-style tourniquets for use by patrol officers; and
15 WHEREAS, the City Council wishes to accept a grant of $3,201 from the San Diego
County Law Enforcement Foundation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
