RECOMMENDED ACTION:
Adopt Resolution No. 2015-241 authorizing out of state travel for Fire Department
personnel to attend Crude by Rail Emergency Response training, held in Pueblo, CO on November 11-13,
2015.
ITEM EXPLANATION:
The Carlsbad Fire Department is requesting authorization to allow six personnel from the ranks of
Division Chief to Engineer to attend the Crude by Rail Emergency Response training held in Pueblo, CO on
November 11-13, 2015. This program is designed to provide first responders with the basic knowledge,
skills, and abilities to respond to incidents involving crude oil by rail. The large-scale shipments of crude
oil by rail is a relatively new phenomenon. According to the Association of American Railroads, about
400,000 carloads of crude oil traveled by rail in 2013 to the nation's refineries, up from 9,500 in 2008.
The program is delivered over three days, with over 60% of the course devoted to field exercises. The
program will cover the history of crude oil, the chemical and physical properties of the different crude
oil's transported, basic site and damage assessment, and tank car design and construction. The practical
evolutions will include a demonstration of crude oil fires, boil overs, and foam applications as applied to
crude oil incidents by rail and advanced firefighting techniques. The practical evolutions will culminate in
a full-scale derailment exercise.
FISCAL IMPACT:
The cost for six fire department personnel to attend the three-day training, including registration, travel
and accommodations is approximately $16,400.00. This cost of training and travel will be paid for by the
Security and Emergency Response Training Center (SERTC), who will then be reimbursed by FEMA.
Established in 1985, the SERTC is operated by the Transportation Technology Center, Inc., a subsidiary of
the Association of American Railroads. Their original mission was to train railroad officials to safely
handle accidents involving tank cars carrying hazardous materials. The training proved to be so
successful that attendance was opened up to other emergency responders.
The fiscal impact to the city will be the cost to backfill for those personnel attending the three-day
course, which is approximately $10,300.00.

Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

WHEREAS, City Council Policy Number 2 governs requests for out of state travel by
employees when such travel benefits the City of Carlsbad; and
WHEREAS, six personnel from the ranks of Division Chief to Engineer seek authorization
to attend Crude by Rail Emergency Response Training. This three-day program is designed to
11 provide first responders with the basic knowledge, skills, and abilities to respond to incidents
12 involving crude oil by rail. The program will cover the history of crude oil, the chemical and
13
physical properties of the different crude oil's transported, basic site and damage assessment,
14
and tank car design and construction.

WHEREAS, the City Council agrees that it is in the public's best interest to authorize out
16
jy of state travel for fire department personnel to attend Crude by Rail Emergency Response
18 Training on November 11-13, 2015, in Pueblo, CO; and
WHEREAS, the cost to attend the conference, including training, travel and lodging, is

approximately $16,400.00, and will be paid for by the Security and Emergency Response

Training Center (SERTC), who will then be reimbursed through FEMA. The fiscal impact to the

22 city will be the cost to backfill for those personnel attending, which is approximately

25 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:

2. In accordance with City policy, out of state travel is hereby authorized for six fire
department personnel from the ranks of Division Chief to Engineer to attend Crude
by Rail Emergency Response Training on November 11-13, 2015, in Pueblo, CO.
3. The approximate cost ofthe training and travel is $16,400.00 and will be paid for
by the Security and Emergency Response Training Center (SERTC), who will then be
reimbursed through FEMA. The fiscal impact to the city will be the cost to backfill
for those personnel attending, which is approximately $10,300.00.
