RECOMMENDED ACTION;
Adopt Resolution No. 2015-250 approving out-of-state travel for Library Assistant 11 Mayra Turchiano
to attend the Feria International Book Fair in Guadalajara, Jalisco Mexico from Nov. 29 to Dec. 5, 2015.
ITEM EXPLANATION:
In August 2015, Ms. Turchiano was selected by the American Library Association (ALA) as a recipient of
the ALA Free Pass Program to attend the Feria International Book Fair (FIL) in November. The scholarship
provides partial funding for associated travel, hotel accommodations and FIL entrance fees.
The 2015 FIL is an important event in the Spanish literary community, which serves as a doorway to the
most recent Spanish language publications in Latin America and Spain. The FIL offers a wide array of
opportunities to preview and purchase Spanish language materials representing a core meeting between
the Ibero-American publishing industry and the world. The city libraries circulated over 13,000 Spanish
language materials in fiscal year 2014-15. Ms. Turchiano's responsibilities include selection of Spanish
language materials for the library system.
FISCAL IMPACT;
The American Library Association's Free Pass Program scholarship will pay $563 ofthe associated travel
costs. Sufficient funds are available in the Library & Cultural Arts Department budget to cover the
additional travel related expenses estimated at $300.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

, WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-6
7 state travel for a library staff member to attend the Feria International Book Fair in
8 Guadalajara, Jalisco Mexico; and
o
WHEREAS, the book fair will provide staff an opportunity to obtain valuable information

and procure relevant and appropriate Spanish language publications and materials; and
11
WHEREAS, the American Library Association's Free Pass Program scholarship will pay
12
^2 $563 of the associated travel costs and the Library & Cultural Arts Department budget has
14 funds available to support the additional travel related expenses estimated at $300.
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized, in accordance with City policy for a
