RECOMMENDED AaiON:
Adopt Resolution No. 2015-268 authorizing the expenditure of $365,227.08 from the Fleet
Replacement Fund to purchase 12 Police utility vehicles from Downtown Ford.
ITEM EXPLANATION:
In June 2015, the City Council adopted the Fiscal Year 2015-16 Operating Budget with a number of fleet
vehicles scheduled for replacement, including 12 Police vehicles. In addition to the budget adoption
process, the City Council authorizes vehicle acquisitions in excess of $100,000, either individually or
collectively, from the same dealer. Based on these guidelines, staff is requesting City Council
authorization forthe purchase of 12 Police utility vehicles from Downtown Ford.
The new vehicles will be purchased from Downtown Ford through competitive bid # 13131311025
conducted by the City of Sacramento in January 2013. Downtown Ford is offering the City of Carlsbad
the same pricing offered to the City of Sacramento pursuant to Section 3.28.100 of the Carlsbad
Municipal Code. The total cost of each vehicle is $30,435.59, or $365,227.08 for all 12, which includes
options, sale tax and fees. Once approved for purchase, the vehicles will take approximately six
months to build and outfit for service. The purchase contract has been reviewed by the city's
Purchasing Officer who found the contract to be in compliance with city code.
The vehicles being replaced exceed the city's criteria for replacement based on age and/or mileage.
The replaced vehicles will be stripped of all reusable specialty equipment and retired from the fleet and
sold at public auction.
FISCAL IMPACT:
The vehicle replacement was originally budgeted for and approved by City Council in June 2015 as part
ofthe 2015-16 Operating Budget.

ENVIRONMENTAL IMPACTS:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect change in the environment, and therefore does not require

^ WHEREAS, funds where previously appropriated to the Fiscal Year 2015-16 Fleet Vehicle

Replacement Fund by the Carlsbad City Council for the purchase of 12 Police utility vehicles;
and
WHEREAS, the Fleet Management Division has reviewed the overall condition,
11 maintenance history, future maintenance needs and determined it is in the best fiscal interest
12 ofthe City of Carlsbad to replace the requested vehicles; and
WHEREAS, Section 3.28.100 of the Carlsbad Municipal Code provides that the City of

Carlsbad may purchase directly from a vendor at a price established through another agency

when another agency has made its purchase in a competitive manner and the Purchasing

Officer has determined that such purchase is in the City of Carlsbad's best interest; and
18 WHEREAS, the City of Sacramento used formal bidding procedures to establish the cost

1. Remove Technical Specifications/Plans/Other/Requirements, Pages 34 and 35, and replace them
with the attached Addendum 1, Pages 34 and 35.
2. Remove the Pricing Schedule, Pages 43 through 49 and replace it with the attached Addendum 1,
Pages 43 through 49.
3. If a bid package is not being submitted, it is not necessary to return this addendum or acknowledge
receipt of such.
