RECOMMENDED AaiON: Adopt Resolution No. 2015-274 _awardlng a contract for the replacement of the synthetic turf at Aviara Community Park soccer field - Contract No. PWS 16-02PKS - to Asphalt, Fabric & Engineering, Inc., in a not-to-exceed amount of $768,200. ITEM EXPLANATION: The Parks & Recreation Department recently completed an advertisement for bid to replace the synthetic turf at the Aviara Community Park soccer field. The existing synthetic turf soccer field at Aviara Community Park is nearly 10 years old and is in need of replacement due to age and wear. The heavy use of this field has resulted in corresponding splits/tears and diminished overall quality of the synthetic turf. This replacement project includes removal of the existing synthetic turf from the soccer field, minor re- grading and re-compaction of the subsurface, and installation of a new high quality synthetic turf. The new synthetic turf is expected to meet the high usage demand of this field, and last another decade plus. The overall playability ofthe field will be considerably enhanced as a result ofthis project. On July 28, 2015 the City Council adopted Resolution 2015-199 approving contract documents and authorizing the City Clerk to advertise for bid the replacement of the synthetic turf at Aviara Community Park - Contract No. PWS 16-02PKS. The Engineer's estiniate for the project was $800,000. On September 24, 2015, four bids for the project were received and opened by staff. They were as follows: CONTRACTOR NAME BASE BID AMOUNT Asphalt, Fabric & Engineering $667,999.00 Sprinturf $714,000.00 Byrom-Davey, Inc. $763,425.00 Ohno Construction Company $795,000.00 Staff is recommending the award of a contract to Asphalt, Fabric Engineering, Inc., in a not-to-exceed amount of $768,200 (base bid plus 15% contingency). ENVIRONMENTAL IMPACT The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 - minor alteration of existing public facilities or structures involving negligible or no expansion. That allocation is adequate to cover the not-to-exceed amount ofthe proposed contract. PWS16-02PKS TO ASPHALT, FABRIC & 5 ENGINEERING, INC., IN A NOT TO EXCEED AMOUNT OF $768,200 6 7 WHEREAS, the contract documents, general provisions, supplemental provisions, and 8 technical specifications necessary to perform the replacement of the synthetic turf at the ^ Aviara Community Park soccer field have been prepared, are on file in the City Clerk's office, and are incorporated by reference herein; and WHEREAS, the existing synthetic turf soccer field at Aviara Community Park is nearly 10 years old and is in need of replacement due to age and wear; and 14 WHEREAS, the heavy use of this field has resulted in corresponding splits/tears and 15 diminished overall quality of the synthetic turf; and WHEREAS, on July 28, 2015 the City Council adopted Resolution 2015-199 approving contract documents, plans, provisions and specifications, and authorizing the City Clerk to advertise for bid the replacement of the synthetic turf at the Aviara Community Park soccer 16 17 18 19 20 field - Contract No. PWS16-02PKS; and 21 WHEREAS, on September 24, 2015 four bids for the project were received and opened by staff; and WHEREAS, the engineer's estimate forthe project was $800,000; and WHEREAS, Asphalt, Fabric & Engineering, Inc., the apparent low bidder, submitted a bid that was subsequently determined to be responsive to the advertised contract documents; and 1 WHEREAS, staff is recommending award of a contract for this project to Asphalt, Fabric 2 & Engineering, Inc., in a not-to-exceed amount of $768,200 (base bid plus 15% contingency); 3 and 4 WHEREAS, sufficient funds are available in the Capital Improvement Program Project 5 Budget to cover the not-to-exceed amount of the proposed contract. 6 7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 8 California, as follows that: 1. The above recitations are true and correct. The City Council of the City of Carlsbad awards a contract for the replacement of the synthetic turf at Aviara Community Park soccer field - Contract No. PWSW16- 02PKS - to Asphalt, Fabric & Engineering, Inc. 10 11 12 13 14 3.
