CED RECEIVE INFORMATIONAL REPORT ON CARLSBAD GRANT OPPORTUNITIES, INCLUDING COMMUNITY DEVELOPMENT BLOCK GRANTS AND PROVIDE DIRECTION TO STAFF CITYATTORNEY CITY MANAGER RECOMMENDED ACTION: Receive an informational report from staff on various Carlsbad grant opportunities, available to residents and community organizations, and provide direction to staff on any desired grant policy modifications or funding considerations. ITEM EXPLANATION: Over the years, the City of Carlsbad has developed various grant programs that provide financial support to nonprofits and local organizations for diverse purposes including cultural art programs, tourist- related activities, special events, resident service programs, service to low income households and much more. These grants are intended to leverage other funding from public and private agencies or organizations to provide quality programs or activities within Carlsbad and to assist and benefit residents. Staff will provide information on the various Carlsbad grant opportunities in two parts - federal Community Development Block Grant (CDBG) funding and locally funded Carlsbad grants. Community Development Btock Grant Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad continues to receive funding from the U.S. Department of Housing and Urban Development (HUD) for the CDBG program to finance programs that specifically serve the needs of lower income persons. This program is heavily regulated and is specific on the types of programs and services that may be funded. There is a maximum amount (15 percent) ofthe grant amount that may be awarded to general public services (generally operating costs for non-profit service organizations) as well as program administration (20 percent). The bulk ofthe funds are required to be expended on capital improvements/facilities that directly benefit low income residents; these projects are also required to be "shovel ready." In essence, projects funded through CDBG need to be ready to be fully funded and able to be completed within a maximum of 2 years. In August, the City of Carlsbad received guidance from HUD staff on a few past grant awards and suggested some policy modifications for consideration by the City Council. The primary modification that HUD would like for the city to consider is an increase in the minimum grant award. The minimum grant award for the City of Carlsbad is currently $5,000. HUD would like the city to consider increasing the minimum to $10,000. By taking this action, fewer organizations will receive funding, however those that do receive a CDBG grant award will be able to create community programs that reach further and have a greater impact for Carisbad residents. Attached as Exhibit 1 is a summary of other cities in San Diego County and their related CDBG policies on grant minimums for comparison purposes. The exhibit also provides some general information for consideration on the committee review for CDBG grants. In addition, HUD has also directed that CDBG funds should not be used for studies or other planning efforts for capital projects unless those projects will proceed to construction within a short period of time (e.g. 1 to 2 years). Staff also recommends that the annual CDBG proposals be reviewed by the Housing Commission rather than continuing to appoint a separate citizens' committee for consideration. Consolidating this process will increase efficiencies and provide a foundation of knowledge for the federal program by taking advantage ofthe knowledge of Housing Commission members. In summary, staff recommends the following modifications to the current CDBG process: 1. Establish a policy for minimum grant threshold of $10,000 which aligns with the recommendations shared by HUD and consistent with many regional policies. 2. Discontinue the Citizens Advisory Committee and allow the existing Housing Commission review the proposals and develop funding recommendations for both CDBG and the Community Activity Funding program. Locally-Funded Carisbad Grants In FY 2014-2015, the city disbursed $176,347 in grant funding within the community. To assist with the City Council's discussion, staff has completed some research and summarized the existing city grant programs (Exhibit 2). In addition, staff has completed research on the grant opportunities offered within comparable cities, and provided a summary of those opportunities for City Council review (Exhibit 3). Over the years, there have also been some non-city programs or projects approved for funding through the city's general fund budget (both within and outside the formal grant programs). The two largest recipients of these types of grants have been ArtSplash and the Boys and Giris Club. A history of funding forthe noted organizations is attached for general information purposes (Exhibit 4). To date, there are a number of grants provided for various purposes within several city departments through diverse funding opportunities; there are varying criteria and processes used to award these grants. This information is provided for City Council consideration and direction at this time as to whether or not there are any desired policy changes for any ofthe grant programs, including funding levels. At this time, staff has no specific recommendations and no policy changes at this time. Any follow up actions for any directed policy or financial changes will be brought to the City Council at a later date for final approval and further discussion on fiscal impact. ENVIRONMENTAL IMPACT: Pursuant to the Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require an environmental review. The two non-city organizations that have received the most substantial grant funding from the city through the formal grant programs and/or through the annual city budget approval process are ArtSplash and the Boys & Girls Club of Carlsbad. The City Council approved grant funds for these community benefit programs as noted below.
