RECOMMENDED ACTION:
Adopt Resolution No. 2015--283 appointing Gary Sims, representing Omni La Costa
Resort and Spa, to the Carlsbad Tourism Business Improvement District Board (CTBID).

Larry Magor is no longer employed by Omni La Costa Resort and Spa, therefore is no longer a
member of the CTBID Board. Mr. Magor represented Omni La Costa Resort and Spa and was
appointed by City Council Resolution 2414-229.
Resolution No. 2005-332 states that members representing the largest hotel businesses within the
City are to be appointed without term limits. Omni La Costa Resort and Spa is one of the largest
hotels in the City of Carlsbad.
It is requested that Gary Sims, the new Managing Director of Omni La Costa Resort and Spa be
appointed to the Carlsbad Tourism Business Improvement District Board, with no term limit.
Others members of the CTBID Board are Kimberly Malaspina, West Inn & Suites, Hector Becerra,
Holiday Inn Carlsbad by the Sea, Bill Canepa, WaveCrest Oceanfront, Ulrich Samietz, Park Hyatt
Aviara, and Timothy Stripe, Grand Pacific Resports.
NOTE: Members of the Carlsbad Tourism Business Improvement District Board are subject to
the provisions of the Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CFC)A in that it has no potential to cause wither a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING OMNI LA COSTA
RESORT AND SPA REPRESENTATIVE TO THE CARLSBAD
TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD

WHEREAS, Board Member Larry Magor, representing Omni La Costa Resort and Spa, has
resigned, and
WHEREAS, Mr. Magor was appointed in September, 2014, with no term limit as specified
in Resolution No. 2005-332, and
WHEREAS, Gary Sims, Managing Director, has replaced Mr. Magor as the representative
of Omni La Costa and Resort and Spa and has expressed an interest in being appointed to the
Board.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve on the Carlsbad Tourism
Business Improvement Board JCTBID):
Gary Sims
I PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
2 of Carlsbad on the 17" day of November 2015, by the following vote to wit.-
