RECOMMENDED ACTION:
Adopt Resolution No. 2015-287 authorizing Information Technology (IT) to order Managed Wide
Area Network (WAN) Services to replace existing city WAN services and systems, and to
appropriate $53,447.
ITEM EXPLANATION:
Carlsbad currently maintains a WAN infrastructure consisting of communications circuits, routers,
and security systems such as firewalls and "proxy" web security devices. Overall, this WAN
infrastructure connects city staff to both the operational applications at the Faraday Center that run
the city and the internet for e-mail, web access, etc. The WAN infrastructure components relate to
security and include firewalls and proxy devices, which protect the city's systems and staff from
malicious or nefarious activity. WAN infrastructure is critical for virtually all IT and related operations
citywide (other than the Police Department, which maintains separate infrastructure).
Much of this infrastructure has become aged and difficult to maintain and support. Failure rates
have been increasing and replacement parts for repairs are increasingly expensive and difficult to
find, and a majority of the assets have been fully depreciated for some time. Also, many of the
communication circuits in the city's current WAN system are based on technologies that are no
longer supported by the existing service provider (AT&T).
This agenda bill is focused on setting and executing a strategy to move all WAN systems to
Managed WAN services. This will result in the following significant benefits to the entire city:
1. Replacement of all the city's aged WAN hardware with components provided, maintained,
and managed by the managed WAN provider, thereby significantly increasing reliability and
redundancy without increasing IT support resources;
2. Replacement of all current communication circuits with fully supported WAN mesh
connections, thereby improving reliability and performance, and eliminate the single point of
failure potential through the Faraday server room;
3. Improvement of the city's recoverability and continuity capability during a local or regional
disaster by moving connectivity and security systems to managed WAN service provider
facility, as well as proactively connecting each city location to a redundant WAN connectivity
system in a separate hosting facility.

There is no separate contract for these services, as they will be procured via orders placed with the
city's existing, well -established WAN connectivity service provider (AT&T) on a month -to -month
basis under an existing "CALNET3" governmental contract. The pricing for these managed WAN
services is based on a three-year commitment to AT&T, hence the three-year analysis presented
below. The CALNET3 contract is a standard, state-wide communications service purchase contract
vehicle that was competitively bid. All of the city's existing communication and connectivity services
from AT&T are already being procured via this CALNET3 statewide contract.
FISCAL IMPACT:
There are replacement funds collected in the amount of $212,000 for the assets that will not be
replaced. These funds are available to be used towards the cost of this new service. Moving to a
services -based WAN will result in a reduction in depreciation and eliminate the need to accumulate
replacement funds for city owned WAN assets. This service is scheduled to begin in March of
2016. Thus, the costs for year 1 are for 4 months. The table below shows the annual net cost to
the city over the next three years. An appropriation increase in the Information Technology budget
is being requested for the first year increase in costs of $53,447. The future appropriations needed
will be included in the Information Technology budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE REPLACEMENT OF EXISTING WAN
SYSTEMS WITH MANAGED WAN SERVICES, AND APPROPRIATING
$53,447
WHEREAS, the City's existing Wide Area Network ("WAN") infrastructure consists of
outdated, end -of -life technologies and is in need of replacement; and
WHEREAS, many of the City's existing WAN connections with AT&T are based on older
and no longer supported technologies; and
WHEREAS, AT&T has been the City's primary WAN connectivity service provider for over
five (5) years, providing all current and proposed services under the "CALNET3" competitively -
bid governmental contract; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
2. The City Council of the City of Carlsbad authorizes the Information Technology
Department to replace the existing WAN systems and connectivity with
Managed WAN Services from AT&T under the "CALNET3" competitively -bid
governmental contract, in amount not to exceed $124,104 for the first year.
3. The Administrative Services Director is authorized to increase the budget
appropriation in the Information Technology budget in the amount of $53,447
from the Information Technology fund balance.
4. The Mayor of the City of Carlsbad is authorized to execute the order with AT&T
for Managed WAN Services on behalf of the City of Carlsbad.

AT&T VPN and Network Based Firewall Proposal
Background and Purpose
The City of Carlsbad has requested design/pricing and contract vehicle for AT&T VPN
and Network Based Firewall (NBF) as part of an overall technology and
telecommunications infrastructure upgrade.
Contract Documents
The City of Carlsbad and AT&T will utilize the fully executed CALNET 3 Statewide
Contract A (SWC-A, C3-A-12-10-TS-01) between the State of California and AT&T
("CALNET 3 ") for the following services: AWN and Network Based Firewall (NBF). A
copy of CALNET 3, including the required Authorization to Order under State Contract, is
available online through the Office of Technology Services, Statewide
Telecommunications and Network Division ("OTech/STND") at
hllp://marketing.dts.ca.gov/default/calnet3 or will be provided upon request by AT&T

For AWN components, the City of Carlsbad has on file the CALNET 3 Authorization to
Order (ATO) with both AT&T and the State of California. See Appendix B. Only a letter
of authorization via email from the City of Carlsbad would be needed to authorize AT&T
to execute on this proposal package.

Process, continued:
For the Network Based Firewall (NBFW) AT&T submitted a request for reduced pricing
to the State of California and has included an "Individual Price Reduction" attachment. In
order to proceed with the ordering and installation of the Network Based Firewall, the City
of Carlsbad and AT&T need to execute the IPR Amendment document which provides a
discounted rate for the NBFW Bandwidth as noted below.

The state has pre -approved the pricing reduction for the City of Carlsbad and has provided
the 1PR for execution. See Appendix A. To proceed, the City of Carlsbad will need to
execute the IPR document and return to AT&T for countersignature. The document will

INDIVIDUAL PRICE REDUCTION NOTIFICATION
The State of California ("State") and AT&T Corp ("AT&T" or "Contractor", CALNET 3
Statewide Contract IFB STPD 12-001-A, C3-A-12-10-TS-01) have entered into CALNET
3 Statewide Contract (IFB STPD 12-001-A, C3-A-12-10-TS-01) ("Contract") for (MPLS

Pursuant to the Contract, which is incorporated herein by reference, any public agency, as
defined in Government Code section 11541, is allowed to order services and products
("Services' solely as set forth in the Contract.
A non -State public Entity (herein "Non -State Entity") shall also be required to complete and
submit this Authorization to Order (ATO) Under State Contract prior to ordering Services. A
description of the Service(s), applicable rates and charges and the specific terms and conditions
under which the Service(s) will be provided to a Non -State Entity are fully set forth in the
Contract. Access to the Contract is available at http://marketing.dts.ca.gov/calnet3/.
City of Carlsbad ("Non -State Entity") desires to order Service(s), and Contractor agrees to provide
such Service(s), as identified in the State of California, Telecommunications Service Request
(Form, 26), pursuant to the terms and conditions and rates contained in the Contract.
E-Rate Customers
Only complete if applying for E-Rate funding:
intends to seek Universal Service Funding (E-Rate) for eligible services provided under
this ATO.
The Service(s) ordered under this ATO shall commence on ("Service Date"), Upon the
Service Date, this ATO supersedes and replaces any applicable serving arrangements between

This ATO shall become effective upon execution by Non -State Entity, Contractor, and the Office
of Technology Services, Statewide Telecommunications and Network Division (OTech/STND).
No Service(s) shall be ordered by Non -State Entity or provided by Contractor until this ATO has
been executed by both parties and approved by OTech/STND.
By executing this ATO, Non -State Entity agrees to subscribe to the selected services, and
Contractor agrees to provide selected services, in accordance with the terms and conditions of
this ATO and the Contract. Upon execution of this ATO by Non -State Entity and Contractor,
Contractor shall deliver this ATO to OTech/STND for review and approval. The State may, at its
sole discretion, revoke any applicable previously approved ATO.
The OTech/STND will provide Contract management and oversight, and upon request by the
Non -State Entity or Contractor, will advocate resolving any Contract service issues. The ATO,
and any resulting Form 20, is a Contract between the Non -State Entity and the Contractor. The
State will not represent the Non -State Entity in resolution of litigated disputes between the
parties.
Non -State Entity may terminate this ATO, for specific Service(s) or in total, prior to termination of
the Contract, by providing the Contractor with thirty (30) calendar days' of written notice of
cancellation_ This ATO shall not exceed the term of the CALNET 3 Contract.
Non -State Entity, upon execution of this ATO, certifies that Non -State Entity understands that
Contractor and the State may, from time to time and without Non -State Entity's consent, amend
the terms and conditions of the Contract thereby affecting the terms of service Non -State Entity
receives from Contractor.
Non -.State Entity, upon execution of this ATO, certifies that it has reviewed the terms and
conditions, including the rates and charges, of the Contract.
Non -State Entity, upon execution of this ATO, certifies the Non -State Entity understands that
billing invoices for Service(s) subscribed to under the Contract are subject to review and/or audit
by the State, pursuant to provisions of the Contract.
All Service(s) ordered under this ATO will be submitted using the Form 20, signed by the Non -
State Entity's authorized signatory. Any additions or deletions to Service(s) shall likewise be
accomplished by submission of a Form 20, noting changes. The Non -State Entity understands
that Form 20s are subject to review by the CALNET 3 CMO to ensure contract compliance.
Non -State Entity, upon execution of this ATO, certifies the Non -State Entity understands that the
Contractor shall provide CALNET 3 CMO all data, reports, and access to trouble tickets for
Service(s) subscribed to under the Contract, pursuant to provisions of the Contract.
Non -State Entity may, by placing Service orders issued by its duly authorized representative with
Contractor, order any of the Service(s) listed in the Contract and selected below. Contractor shall
bill Non -State Entity, and Non -State Entity shall pay Contractor according to the terms and
conditions and rates set forth in the Contract for such Service(s).
