Staff has provided the City Council with the most recent design plans (Exhibits 1-3) of the new features for the
three community parks and will present a detailed description of each of the various elements.
The following table outlines the anticipated schedule for the next major milestones for these community parks.

ENVIRONMENTAL IMPACT:
Pine Avenue Community Park
The Negative Declaration (ND) for the Pine Avenue Park was approved by the Planning Commission
on December 17, 2003 (Planning Commission Resolution No. 5523). The proposed park features are
within the scope of the prior environmental document and no further environmental documentation
is required per CEQA Guideline Sections 15162

Aviara Community Park
The Mitigated Negative Declaration (MND), Addendums 1 and 2, and the Mitigation Monitoring and
Reporting Program (MMRP) for Aviara Community Park were approved by the City Council on August 6,
2002 (Agenda Bill No. 16,845). The proposed park features are within the scope of the prior
environmental document and no further environmental documentation is required per CEQA Guideline
Sections 15162
Poinsettia Community Park
The Conditional Negative Declaration for the Poinsettia Park was approved by the Planning Commission
on October 7, 1992 (Planning Commission Resolution No. 3433). The proposed park features area are
within the scope of the prior environmental document and no further environmental documentation
is required per CEQA Guidelines Section 15162.
