RECOMMENDED ACTION:
Adopt Resolution No. 2015-305 authorizing application for a Broadband Technology Improvement
Grant of $20,000 through the California State Library, and authorizing the Administrative Services
Director to appropriate any funds received in accordance with the grant. (Exhibit 1)
ITEM EXPLANATION:
The California State Library is sponsoring a project to bring high-speed broadband to all of California's
public libraries by 2018. The California Research and Education Network (CaIREN) will provide
connectivity to a high-capacity 3,800-mile fiber optic network that will be operated by CENIC, the
Corporation for Education Network Initiatives in California. Carlsbad City Library is participating in the
CENIC program and the State Library is offering Technology Improvement grants for CENIC participants.
Carlsbad City Library is eligible to apply for a grant of up to $20,000 in matching funds to assist with
implementation costs for connecting to CaIREN. The grant deadline was recently extended from
December 11, 2015 to January 8, 2016.
Carlsbad City Library's public internet connection to CaIREN will be at 1,000 Mbps or 1 Gigabit, which is 10
times faster than current service levels of 100 Mbps. Additional capacity, up to 10 Gigabits, will be
available for public internet upgrades to ensure the right level of public service in the future.
FISCAL IMPACT:
Total hardware and software costs to upgrade the necessary technology infrastructure are estimated at
$74,500 (Exhibit 2). Carlsbad City Library is eligible to receive up to $20,000 of matching grant funds to
assist with technology upgrades procured after the grant award. The remaining funding to support CENIC
implementation and ongoing maintenance is available in the Library & Cultural Arts Department and
Information Technology Department operating budgets.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA, and therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING APPLICATION FOR A
BROADBAND TECHNOLOGY IMPROVEMENT GRANT OF $20,000
THROUGH THE CALIFORNIA STATE LIBRARY
WHEREAS, the Carlsbad City Library is the destination for information, enjoyment of
reading, lifelong learning, and cultural enrichment for those who live, work and play in
Carlsbad; and
WHEREAS, the California State Library is sponsoring a project to bring high-speed
broadband to all of California's public libraries; and
WHEREAS, the California Research and Education Network (CaIREN) will provide the
public with connectivity to a high-capacity 3,800-mile fiber optic network that will be operated
by CENIC, the Corporation for Education Network Initiatives in California; and
WHEREAS, Carlsbad City Library is participating in the CENIC program and the State
Library is offering Technology Improvement grants for CENIC participants; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes application for a Broadband Technology
Improvement grant of $20,000 through the California State Library.
3. That the Library Director or designee is authorized to execute any and all
documentation associated with the application for Broadband Technology
Improvement Grant.
4. That the City Council accepts any award of grant funds and authorizes the
Administrative Services Director to appropriate all received funds for use which is
consistent with the grant.

$15,000 annually.
