CLERK CITY MGR. l(t) RECOMMENDED ACTION: Adopt Resolution No. ___ 20_1_5_-_3_06 ____ , appointing one member to the Buena Vista Lagoon Joint Powers Committee. ITEM EXPLANATION: The Carlsbad City Council, in December, 1982, adopted Resolution No. 7100, approving the Buena Vista Lagoon Joint Powers Agreement. Subsequently, in January, 1983, the Council adopted Resolution No. 7112 approving the formation of the Buena Vista Lagoon Joint Powers Committee, appointing three members to represent the City of Carlsbad, and authorizing the city council to appoint, replace and remove members. Under the terms of the Joint Powers Agreement, two of the appointees from the City of Carlsbad must be city council members, and one must be a member of the public. The current council members serving on the committee are Mayor Pro Tern Blackburn and Council Member Schumacher. The third appointee from the City of Carlsbad is a citizen, Don Jackson. Mr. Jackson's term has expired. One appointment to the Buena Vista Lagoon Joint Powers Committee is therefore required. Mr. Jackson has agreed to continue for another term, ending in November 2019. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause wither a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. WHEREAS, the term of Member Don Jackson has expired, and WHEREAS, there is currently a vacancy on the Buena Vista Lagoon Joint Powers Committee, and WHEREAS, the committee consists of nine members, two city council members from each of the cities of Carlsbad, Oceanside and Vista, and three public members, chosen one each from the three cities. WHEREAS, the current City of Carlsbad council members serving on the committee are Mayor Pro Tern Blackburn and Council Member Schumacher. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the following person is hereby reappointed to serve on the Buena Vista Lagoon Joint Powers Committee, for a term ending in July, 2019. BUENA VISTA LAGOON JOINT POWERS COMMITTEE One Vacancy The Buena Vista Lagoon Joint Powers Agreement with the cities of Vista and Oceanside was approved by Council on December 21, 1982. Item No.5 of this agreement establishes the Buena Vista Lagoon Watershed Coordinating Committee consisting of nine members -two city council members from each of the cities of Carlsbad, Oceanside and Vista, and three public members, chosen one each by the mayors of the three cities. The Committee shall be an advisory body with the authority to discuss, study and recommend courses of action in its member cities. The Committee may consider issues raised by any of its members as well as issues referred to it by any member city. The current City of Carlsbad council members serving on the Committee are Mayor Pro Tern Blackburn and Council Member Schumacher. Term: November 2015 to November 2019 Applications are available on the City's website or in the City Clerk's Office located in City Hall at 1200 Carlsbad Village Drive, Carlsbad.
