PROJECT NO. 47131

RECOMMENDED ACTION:
Adopt Resolution No. 2015-308 rejecting the bid for the Fire Station No. 2 Renovation Project No.
47131.
ITEM EXPLANATION:
On July 28, 2015, Council adopted resolution 2015-202 approving plans and specifications and
authorizing the City Clerk to advertise for bids for the Fire Station No. 2 Renovation Project.
On Sept. 29, 2015 one bid was received, opened and recorded. The bid received was from SWCS, Inc. dba
Southwest Construction Services, with a bid amount of $626,930.
The bid received was substantially higher than the engineers estimate for the work, which was $345,000.
A project of this size is subject to reduced competition in the current bidding market, as the region is
experiencing a period of escalation based on available private construction. Staff engaged the Fire
Department about the bid and level of investment for the aging facility. Staff subsequently recommends
the rejection of the bid pursuant to Carlsbad Municipal Code section 3.28.080(A)(7)(c), and to not
advertise for bids again, since other options are being considered for Fire Station No. 2.
FISCAL IMPACT:
Construction Contract $325,000
Construction Contingency $36,000
Current Appropriation $361,000
Bid Received $626,930
ENVIRONMENTAL IMPACT:
Rejecting a bid for a project is considered a ministerial process and is exempt from California
Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Section 15268 — Ministerial
Projects. The construction project would be exempt per CEQA guidelines Section 15301(d) - Existing
