ADVERTISE FOR BIDS, PROJECT NOS. 4030, 4715, 4718,
AND 4720 DEPT. PW-PEM
RECOMMENDED ACTION:
Adopt Resolution No. 2015-309 approving the plans and specifications for the construction of
various roof replacement/repair projects and authorizing the release of invitations for bids, Project Nos.
4030, 4715, 4718, 4720.
ITEM EXPLANATION:
The FY 2015-16 Capital Improvement Program includes scheduled roof repair/replacement projects for
the following list of facilities. Each facility was scheduled based on the existing life of its roof and
periodic maintenance inspections confirming the work is necessary. Bundling the roof projects into one
package of work is expected to reduce the overall cost and allow for faster completion with one
contractor.

4715 Safety Center $450,000-$500,000
4720 Faraday Building $625,000-$675,000
4718 City Hall $265,000-$290,000
Contingency: $294,750
Total Estimate: $2,259,750
Schedule
The bid is expected to be released Dec. 16, 2015, with an anticipated submittal date of Jan. 27, 2016.
Staff will evaluate the responses and return to City Council with a recommendation to award the
construction contract in January/February 2016. Construction activities will be scheduled in phases by
facility starting in early 2016.
FISCAL IMPACT:
There is no fiscal impact with the proposed action to authorize staff to release an invitation for bids. The
total approved budget for the various roof projects is shown above.

ENVIRONMENTAL IMPACT:
This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA
Guidelines Section 15301(d) - Existing Facilities - restoration or rehabilitation of existing facilities that are
deteriorated or damaged and are required to meet current standards of public health and safety
involving negligible or no expansion of use.

RESOLUTION NO. 2015-309
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR VARIOUS
ROOFING PROJECTS, PROJECT NOS. 4030, 4715, 4718, 4720
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to repair or replace facility roofing in accordance
with the city's maintenance and inspection schedule; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the various roofing
projects, Project Nos. 4030, 4715, 4718, and 4720, have been prepared and are on file in the
Public Works Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)
per CEQA Guidelines Section 15301(d); and
WHEREAS, sufficient funds are available for construction of the projects.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications for the various roofing projects, Project Nos.
4030, 4715, 4718, and 4720 are on file in the Public Works Department of the City of Carlsbad and
are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the roofing projects, Project Nos. 4030, 4715, 4718, and 4720 in accordance with the contract
documents referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 15th day of December 2015, by the following vote to wit:
AYES: Council Members Hall, Blackburn, Schumacher, Wood, Packard.
NOES: None.
