HR RECOMMENDED ACTION: 2015-310 Adopting Resolution No. to approve new and revised General Employee and Management job classifications and amending the General Employee and Management Salary Schedule. ITEM EXPLANATION: The Human Resources Department regularly reviews and audits job classifications to ensure that the position classification plan accurately reflects current job duties and meets operational needs for each department. The following changes are proposed: • Staff recommends adopting the job classification Senior Code Enforcement Officer, salary grade 78. The proposed Senior Code Enforcement Officer will focus on land-use, zoning and permit conditions out in the community, rather than general code enforcement. In addition, the current titles of Code Compliance Specialist I and Code Compliance Specialist II will be changed to reflect Code Enforcement Officer I and Code Enforcement Officer II. • Staff recommends revising the job classification Meter Service Worker II to reflect a change to a technical certification requirement. • The Carlsbad City Employees' Association has agreed to the proposed changes. • Staff recommends adopting management job classifications for City Clerk Services Manager, management salary grade 5, Programs and Venues Coordinator, management salary grade 2, and Graphic Production Supervisor, management salary grade 1. The proposed City Clerk Services Manager job classification accurately reflects the level and scope of responsibilities necessary to properly manage the services of the City Clerk's Office. The proposed job classifications, Programs and Venues Coordinator and Graphic Production Supervisor accurately reflect current duties of the Communications Coordinator in Library and Cultural Arts and in the City Communications Department. As a result of the newly proposed job classifications, staff recommends eliminating the management job classifications Assistant City Clerk and Gallery Curator. The Carlsbad City Employees' Salary Schedule and the Management Salary Schedule have been updated to reflect the proposed changes. FISCAL IMPACT: The cost of salary and benefits to adopt the proposed Senior Code Enforcement Officer is $23,234. The cost of salary and benefits to adopt the proposed City Clerk Services Manager is $26,532. The cost of salary and benefits to adopt the proposed Programs and Venues Coordinator is $9,104. There is no fiscal impact to any of the other proposed changes. ENVIRONMENTAL IMPACT: This amendment is statutorily exempt from CEQA pursuant to Public Resources Code Section 21080(b)(1). DISTINGUISHING CHARACTERISTICS: Code Enforcement Officer I is the entry level class of the Code Enforcement series. Positions at this level typically have limited experience and perform the more routine activities and are generally in training. Supplemental specialized training in planning, zoning, or inspection is desirable.
