HomeMy WebLinkAbout2016-02-09; City Council; 22209; Request to Authorize Police Personnel to Travel for More Than One Night, Out of State, to Conduct Background Investigations as Part of the Officer Recruiting and Hiring Process1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2016-027 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING POLICE PERSONNEL TO TRAVEL FOR MORE THAN ONE NIGHT, OUT-OF-STATE, TO CONDUCT BACKGROUND INVESTIGATIONS AS PART OF THE OFFICER RECRUITING AND HIRING PROCESS Exhibit I WHEREAS, a highly competitive hiring market makes recruiting qualified police officer candidates within the state increasingly difficult, so that the Police Department has expanded its search for good quality police officer candidates outside the state of California; and WHEREAS, the thorough background investigation necessary to screen candidates, necessitates that police personnel travel to the candidate's home state, which, because of distance and travel time often requires a stay of more than one night; and WHEREAS, in an effort to save the department time and expense associated with going to Council multiple times, the department is requesting Council permission to travel out of state, as needed, for recruitment purposes, through the end of Fiscal Year 2015-16. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2. That out-of-state travel is hereby authorized, as needed, in accordance with city policy for the purposes of recruitment. 3. The cost of travel out of state, to conduct background investigations, is included in the Police Department's budget every fiscal year.
