PW-TRAN CITY MGR. ~ RECOMMENDED ACTION: Receive a presentation from Caltrans staff on Phase 1 of the 1-5 North Coast Corridor Program. ITEM EXPLANATION: The North Coast Corridor {NCC) Program offers a balanced transportation system to provide travelers choices for the future while enhancing the quality of life for residents. The NCC Program is comprised of three primary focus areas -the Interstate 5 {1-5) Express lanes Project, coastal rail and transit enhancements, and environmental protection and coastal access improvements. The NCC Phase 1 is a set of projects that will be constructed from 2016-2020. These projects lay the foundation for future stages of the NCC Program and will help address the immediate transportation and environmental needs of the corridor. The Phase 1 HOV /carpool lane improvements will construct carpool lanes on Interstate 5 {1-5L one in each direction, from Lomas Santa Fe in Solana Beach to SR 78. Other components of this project include: San Elijo Lagoon Highway Bridge Replacement, Batiquitos Lagoon Highway Bridge Replacement and new Park & Ride Facility at Manchester Avenue. Construction is expected to begin in summer 2016 in the City of Encinitas. Construction of NCC Phase 1 will continue through 2020. NCC Phase 1 will cost approximately $700 million. The highway projects will cost $480 million; the rail improvement projects will cost $140 million; and the environmental enhancement projects will cost $80 million. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
