DIRECTOR CITY ATTY. CITY MGR. MTG. 03/08/16 DEPT. POLICE RECOMMENDED ACTION: Adopt Resolution No. 2016-044 authorizing out-of-state travel for one police captain from April 24— 26, 2016 to attend the 2016 Annual Benchmark Cities Annual Police Chiefs Conference in Henderson, Nevada. ITEM EXPLANATION: The Benchmark Cities Survey was designed in 1997 by a group of police chiefs from around the country, who sought to establish a measurement tool to help ensure their departments were providing the best service possible within their respective communities. The survey, updated annually, provides a range of information about each department. There are 30 departments who participate in the survey. The City of Carlsbad Police Department was invited to become one of the benchmark cities last year. At the annual conference, representatives from the benchmark cities review the information, in order to set better goals and objectives for policing, and to compare their performance in the various areas. Captain Mickey Williams will represent Carlsbad Police Department at the conference. FISCAL IMPACT: The cost for one police captain to travel to Henderson, Nevada including flight, lodging, per diem and incidental expenses is $1,040. There are funds in the FY2015-16 budget to cover these expenses. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: I. The above recitations are true and correct. 2. That out-of-state travel from April 24 — 26, 2016 is hereby authorized in accordance with city policy for one police captain to attend the Annual Benchmark Cities Conference in Henderson, Nevada. 3.
