EXTERIOR IMPROVEMENTS AND AUTHORIZING THE
RELEASE OF INVITATIONS FOR A SECOND BID PROCESS,

RECOMMENDED ACTION:
Adopt Resolution No. 2016-045 rejecting the initial bids received for the construction of exterior
improvements for the Dove Library Renovation Project and authorizing the release of invitations for a
second bid process, Project No. 4030.
ITEM EXPLANATION:
For the past two years, staff has been working on the refurbishment and enhancement of both the
Georgina Cole Library (Cole) and Carlsbad City Library (Dove). The purpose of this effort is to continue
providing top quality service and revitalize Library & Cultural Arts infrastructure to maximize its current
and future benefit to the community.
On June 23, 2015, the City Council approved an Agreement with Prava Construction Services, Inc. to
construct interior improvements for the Cole and Dove Library Renovation Projects. Exterior
improvements for the Dove Library were not included as they were still under design. Plans and
specifications for the exterior improvements were provided and approved by City Council on Dec. 15,
2015, staff then proceeded with issuing a Request for Bids (Project No. 4030). The bids that were
received on Jan. 20, 2016 are listed below:

Staff has reviewed the bids received, none of which are responsive. Four of the contractors included bids
for painting only a portion of the exterior of the building. While the notice of invitation to bid described
painting the entire 64,000 square foot facility, some contractors only included painting the courtyard and
west patio areas based on the plans and specifications. In addition, five of the bids exceeded the 50
percent subcontractor limitation, primarily due to the signage portion of the project. Each bid suffered

from one or both of these deficiencies. Staff therefore recommends that City Council exercise its
discretion under Carlsbad Municipal Code section 3.28.080(G)(3) to reject all bids received. Staff also
requests that City Council authorize a second bid process and approve the revised plans and
specifications, which have been amended to clarify that the project includes painting the entire exterior
of the building and to classify the signage as a specialty item not subject to the 50 percent subcontractor
limitation.
Schedule
The second bid is expected to be released on March 9, 2016, with an anticipated submittal due date of
April 7, 2016. Staff will evaluate the responses and return to City Council with a recommendation to
award the construction contract in April 2016. Construction activities will coincide with the Dove Library
interior improvements currently scheduled for Spring 2016.
FISCAL IMPACT:
There is no fiscal impact with the proposed action to authorize staff to release an invitation for bids. The
total approved budget for the projects is $11,346,529, which includes $6,046,529 for the Dove Library. A
portion of these funds is available for the Dove Library exterior improvements construction contract
award in January/February 2016.
ENVIRONMENTAL IMPACT:
This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA
Guidelines Section 15301(d) - Existing Facilities - restoration or rehabilitation of existing facilities that are
deteriorated or damaged and are required to meet current standards of public health and safety
involving negligible or no expansion of use.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, REJECTING THE INITIAL BIDS RECEIVED FOR DOVE
LIBRARY EXTERIOR IMPROVEMENTS AND AUTHORIZING THE
RELEASE OF INVITATIONS FOR A SECOND BID PROCESS, PROJECT
NO. 4030.
WHEREAS, city facilities are necessary to meet the current and future Library & Cultural
Arts services within the City of Carlsbad; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to renovate exterior
portions of the Carlsbad City Library (Dove Library), Project No. 4030, were approved by City
Council on Dec. 15, 2015; and
WHEREAS, funding for said project has previously been appropriated from the General
Capital Construction Funds in the amount of $11,346,529; and
WHEREAS, payment of prevailing wages will be required as part of the subsequent
construction contract; and
WHEREAS, seven bids were opened on January 20, 2016, none of which were
responsive; and
WHEREAS, staff requests that City Council exercise its discretion under Carlsbad
Municipal Code section 3.28.080(G)(3) to reject all bids, and to authorize a second bid process
with revised plans and specifications clarifying that the project includes painting the entire
exterior of the building and classifying the signage as a specialty item not subject to the 50
percent subcontractor limitation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:

1. That the above recitations are true and correct.
2. That the initial bids for Dove Library exterior improvements shall be rejected.
3. That the revised plans, specifications, and contract documents for Dove Library
exterior improvements Project No. 4030 on file in the Public Works Department of the City of
Carlsbad are approved.
4. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a second Notice to Contractors Inviting Bids for the Dove Library
exterior improvements Project No. 4030, in accordance with the plans, specifications, and
contract documents referred to herein.
