Proposition H
•Citizens’ Initiative November 1982
–Purpose and Intent
•Civic improvements create tax burdens
•Constrained finances increased impact of capital projects
•Inadequate public involvement
•Allowed direct expression of citizen input by vote
•Not intended to impede daily administration
Proposition H
“The city shall make no real property acquisition and/or
improvements to real property of which exceeds one million
dollars in city funds, unless… placed upon the ballot and
approved by a majority of the voters.”
Potential Projects for Voter Approval
•That the voters shall exempt the following projects from the
Proposition H million dollar limitation on spending:
–Fire Stations 1 & 2
–Park development per the approved strategic plan
–Coastal Corridor (enhancements, SDG&E, trenching)
Fire Stations 1 & 2
•Fund the rebuilding of Fire Stations 1 and 2 to accommodate growth
management service levels.
•Station 1 built in 1968, Station 2 built in 1969
•Both Stations require a ballot measure to:
–Accommodate modern apparatus
–Increase storage of equipment and personnel
–Meet current codes and standards
Park Development
•Authorize development and construction of parks &
recreation facilities as identified in the Parks &
Recreation Department Strategic Action Plan
Park Development
•Ballot Measure could help fund the following:
–Multigenerational community recreation center
–Outdoor adventure activity park
–Improvements to existing and planned parks as per the approved
Parks & Recreation Department Strategic Action Plan
Coastal Enhancements
•There are three types of projects that need funding:
–Coastal Enhancements
–Land acquisition to increase the amount of public space along the
coast
–Improvements to the rail corridor to increase safety, connectivity,
quality of life and economic and environmental sustainability
Coastal Enhancements
•To fund improvements along the coastline to improve safety,
traffic flow, parking, biking and walking paths, and beach access
–Improve safety and traffic flow
–Expanding biking, walking paths, parking, viewpoints
–Enhanced coastal access and services
–Improve maintenance and aesthetics
2016 Ballot Measure Schedule
•Resolution to City Council for approval June 14
•Publish election notice July 11
•Resolution to Registrar of Voters Before August 12
•Election November 8
