RECOMMENDED ACTION:
Adopt a Resolution approving plans and specifications and authorizing the City Clerk to advertise for
bids for the Foxes Landing Lift Station Replacement, Project No. 5526.
ITEM EXPLANATION:
The Foxes Landing Lift Station is located adjacent to and east of Interstate 5 on the north shore of the
Agua Hedionda Lagoon. The lift station serves a sewer basin generally north of the lagoon and east of
Interstate 5, pumping approximately 1.25 million gallons of raw wastewater per day with a peak flow
capacity of over 2,000 gallons per minute.
The lift station was constructed in its current configuration in the 1960's. A new force main was
installed in 1999, along with miscellaneous electrical and mechanical repairs to the station. The
original force main was decommissioned for future rehabilitation at that time. Most recently the
reliability and efficiency of the lift station has declined and improvements are necessary to comply
with the State Regional Water Quality Control Board's discharge requirements for sewer systems and
current industry standards intended to eliminate sewer overflows and spills. The lift station's
proximity to the lagoon further reinforces the need for improved reliability.
The project includes the construction of a new wet well with submersible pumps, the conversion of
the old station structure to a wastewater emergency overflow basin, and installation of a new odor
control system. The original force main, now decommissioned, will be rehabilitated and made
available for emergency backup and operational versatility. The overall project will enhance
operational efficiency, improve reliability, increase emergency storage capacity and provide
redundancy of essential components, all reducing the potential of a station failure and sewer
overflow.

FISCAL IMPACT:
A summary of current and projected project costs is as follows:

1. A contingency of approximately 15 percent for the construction contract has been included to address unforeseen costs related
to the complexity of interfacing the new station with the existing system and structures and working below groundwater levels.
Staff anticipates that a budget deficit of approximately $819,545 will exist for the overall project cost.
The deficit reflects an increase from the preliminary phase estimate to the final construction cost
estimate. The increase is driven by construction challenges related to working below ground water
levels, along with the inclusion of additional appurtenances which will further enhance the operation
and reliability of the station. Award of the contract will occur during Fiscal Year 2016-17. As such,
staff is requesting the appropriation of additional funds as part of the City of Carlsbad's Fiscal Year
2016-17 Capital Improvement Program (CIP} budget. If funds are not appropriated during the Fiscal
Year 2016-17 CIP, staff will request additional funds as needed when the Award of Contract is brought
forward for the City Council's consideration.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15302(c)-Concerning replacement or reconstruction of existing facilities involving
negligible or no expansion of capacity. A Notice of Exemption was filed in the Office of the San Diego
County Clerk on Sept. 1, 2015.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE TO RECEIVE BIDS FOR THE FOXES
LANDING LIFT STATION REPLACEMENT, PROJECT NO. 5526.
EXHIBIT 1
WHEREAS, the Foxes Landing Lift Station has reached the end of its useful life and is in
need of replacement; and
WHEREAS, rehabilitation of the previously decommissioned force main at Foxes Landing
Lift Station will reduce risk of sanitary sewer overflows by providing redundancy and improved
reliability of the station; and
WHEREAS, the plans and specifications for furnishing all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Foxes Landing Lift
Station, Project No. 5526, have been prepared and are on file in the Public Works Department
of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from California Environmental Quality Act (CEQA) per
State CEQA Guidelines Section 15302(c) -Concerning replacement or reconstruction of existing
facilities involving negligible or no expansion of capacity; and
WHEREAS, funds currently appropriated from the Sewer Replacement Fund are not
sufficient for the construction ofthe project based on the engineer's estimate; and
WHEREAS, the award of the Construction Contract is anticipated to occur during Fiscal
24 Year 2016-17. As such, staff is requesting the appropriation of additional funds as part of the City
25 of Carlsbad's 2016-17 Capital Improvement Program (CIP) budget. If funds are not appropriated
26 during the Fiscal Year 2016-17 CIP, staff will request additional funds as needed when the Award
27 of Contract is brought forward for the City Council's consideration.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Foxes Landing Lift
Station Replacement, Project No. 5526, are on file in the Public Works Department of the City
of Carlsbad and hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with state law, a Notice to Contractors inviting bids for the construction,
of Foxes Landing Lift Station Replacement, Project No. 5526, in accordance with the plans,
specifications, and contract documents referred to herein.
