RECOMMENDED ACTION:
Adopt a Resolution accepting bids and awarding a contract to Blue Pacific Engineering and Construction
in the amount of $386,300 for construction of the Northwest Quadrant Storm Drain Program-Roosevelt
Street, Project No. 6608.
ITEM EXPLANATION:
The Northwest Quadrant Storm Drain Improvement Program is an ongoing program to address drainage
improvements in the northwest quadrant of the City of Carlsbad that are not listed in the Drainage
Master Plan. The projects included in this program and their status are listed in Exhibit 3. The Roosevelt
North Project is number 41 of the 53 projects identified.
Flooding and standing water along Roosevelt Street are common during rain events. The proposed
project will improve the capacity of the system to convey storm water effectively during rain events. The
improvements to the Roosevelt Street drainage system include the following:
• Repla(.:ing an undersized storm drain pipeline with 555 linear feet (30-inch) and 95 linear feet (18-
inch) of reinforced concrete storm drain pipeline
• Replacing concrete flatwork
• Replacing two undersized storm drain inlets with appropriate sized facilities
• Adding two additional inlets, cleanouts and connections to the existing system in laguna Drive
On March 2, 2016, 12 sealed bids were received for the construction of the project as shown on the
following table:

The engineer's estimate was $450,000. Blue Pacific Engineering and Construction submitted the lowest
bid in the amount of $386,300. Staff has completed the review of the contract documents and have
determined that Blue Pacific Engineering and Construction is the confirmed low bidder and the bid
documents are responsive. Staff recommends that Blue Pacific Engineering and Construction be awarded
the contract.
FISCAL IMPACT:
The following table shows a breakdown of the project costs, including the current status of the Gas Tax
funding source. The payment of prevailing wages is required.

ENVIRONMENTAL IMPACT:
The project is exempt from environmental review per CEQA Guidelines Section 15303(d), concerning new
construction of small structures such as utility extensions and street improvements and Section 15302(c)
concerning replacement or reconstruction of existing utility systems involving negligible or no expansion
of capacity.

None required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT TO
BLUE PACIFIC ENGINEERING AND CONSTRUCTION IN THE
AMOUNT OF $386,300 FOR THE NORTHWEST QUADRANT STORM
DRAIN PROGRAM-ROOSEVELT STREET, PROJECT NO 6608
WHEREAS, the City Council of the City of Carlsbad, California has determined that it is
necessary, desirable, and in the public's best interest to construct the Northwest Quadrant
Storm Drain Program-Roosevelt Street, Project No. 6608; and
WHEREAS, on Jan. 26, 2016, the City Council of the City of Carlsbad approved plans and
specifications for the construction of the Northwest Quadrant Storm Drain Program-Roosevelt
Street, Project No. 6608, and authorized the advertisement for bids on that project; and
WHEREAS, 12 sealed bids were received on March 2, 2016, by the City of Carlsbad for
the Northwest Quadrant Storm Drain Program-Roosevelt Street, Project No. 6608; and
WHEREAS, the lowest responsive and responsible bid to construct said project was
submitted by Blue Pacific Engineering and Construction in the amount of $386,300; and
WHEREAS, there are sufficient funds available in the Gas Tax Fund to complete the
project; and
WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the
City Manager to approve change orders in the amount equal to the contingency set at the time
of the project award.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.

2. That the low bid of $386,300 submitted by Blue Pacific Engineering and
Construction for the Northwest Quadrant Storm Drain Program-Roosevelt Street,
Project No. 6608 is accepted and the Mayor is hereby authorized to execute a
contract for this project.
3. That the City Manager is hereby authorized to approve construction change orders
up to $40,000 for the Northwest Quadrant Storm Drain Program, Project No. 6608.
4. That the award of this contract is contingent upon the bidder submitting the
lowest responsible bid, executing the required contract and submitting the
required bonds and insurance policies, as described in the contract, within 20 days
of adoption of this resolution. The City Manager may grant reasonable extensions
of time.
