RECOMMENDED ACTION:
Adopt a Resolution appointing Michael Luna to the Parks and Recreation Commission.
ITEM EXPLANATION:
Per Government Code §54972, on or before December 31 of each year, the city prepares a Local
Appointments List of all regular and ongoing boards, commissions and committees and invites
applications from qualified members of the public. Members are to be appointed by the mayor
and shall be approved by the city council (CMC 2.36.020).
Commission Member Patrick Goyarts resigned from the Commission on February 1, 2016. Mr.
Goyart's term commenced on September 1, 2015, and leaves an unexpired term until August
2019.
One appointment to the Parks and Recreation Commission is therefore required.
Other members of the Parks and Recreation Commission are Jason Hansen, Roy Meenes, Diane
Proulx, Matt Simons, Jodi Rudick Stein and Ron Withal I.
Applications received for the Parks and Recreation Commission are on file in the Office of the City
Clerk.
NOTE: Members of the Parks and Recreation Commission are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

RESOLUTION NO. 2016-070
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
THE PARKS AND RECREATION COMMISSION.
WHEREAS, Commission Member Patrick Goyarts resigned on February 1, 2016.
WHEREAS, there is currently a vacancy on the Parks and Recreation Commission, and
WHEREAS, Mr. Goyarts was appointed in September, 2015, replacing Commission
Member Leonard Martyns.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve on the Parks and Recreation
Commission, for a term ending in August, 2019.

The following vacancy exists in the City of Carlsbad.
PARKS AND RECREATION COMMISSION
One Vacancy
The Parks and Recreation Commission shall consist of seven members to be appointed by
the mayor, with the approval of the city council. Members must be residents of Carlsbad
and normally serve four year terms (unless appointed to fill an unexpired term). Members
are required to file a {{Statement of Economic Interests" with the city clerk.
Term: Present to August, 2019.
Applications are available on the City's website or in the City Clerk's Office located in City Hall at
1200 Carlsbad Village Drive, Carlsbad. Applications must be submitted to the City Clerk's Office
by noon on February 16, 2016. For further information, contact the City Clerk's Office at (760}
434-2808.
