ON MAY 4-5, 2016 CITY MGR. RECOMMENDED ACTION: Adopt a Resolution authorizing out of state travel for Fire Marshal Metz on behalf of the Carlsbad Fire Department to attend the Congressional Fire Service Institute's National Fire and Emergency Symposium in Washington D.C. on May 4-5, 2016. ITEM EXPLANATION: The Carlsbad Fire Department is requesting authorization to allow Fire Marshal Metz to attend the Congressional Fire Service Institute's National Fire and Emergency Symposium in Washington D.C. on May 4-5, 2016. This year's theme of "Making a Difference at the National Level" will bring attention to the concern for continued federal support for fire service programs, while sequestration is imposing significant cuts on so many federal programs. Over the course of two days, the event will explain how the federal government is addressing the challenges and concerns of our firefighters, emergency services personnel and the fire service industry. The seminars program will feature members of Congress, federal agency officials and national fire service leaders, and cover a broad array of federal issues being considered by Congress or implemented by federal agencies. FISCAL IMPACT: The approximate cost for the travel associated with this conference is $2,000.00. The cost of the hotel ($1,100.00) will be paid for using funds the Fire Department has earned through the California Fire Fighter Joint Apprenticeship Committee (CAUAC). There are sufficient funds in the Fire Department's Cai-JAC account to cover the hotel cost. The remaining $900 will be paid for by the fire department's budget. Cai-JAC seeks to improve the quality of education and training within the fire service and set a professional standard for firefighters through the State of California. Funding to support apprenticeship related and supplemental instruction (RSI) has been appropriated in California's annual budget act for nearly thirty (30) years. Funding comes from Proposition 98 and the Education Code sections 8152 and 79149.3 which require these funds to be used exclusively for the purpose of partially offsetting the cost of providing RSI to registered apprentices. All apprentices must be registered by the California Department of Labor, Division of Apprenticeship Standards (DAS). Apprenticeship program sponsors, such as Cai-JAC that wish to use RSI funds, must be approved by the California Department of Labor, Division of Apprenticeship Standards (DAS) and must be affiliated with a local public education agency. The Cai-JAC is a partnership between state government, education, and management and labor in the fire service. The process begins with an appropriation specifically for apprenticeship that is made to the Chancellor of the California Community Colleges Office. The Chancellor annually allocates funding for RSI to K-12 school districts and local community colleges that participate in the apprenticeship program. These local education entities annually contract with apprenticeship sponsors, such as the Cai-JAC, for a specific number of RSI hours. The Cai-JAC has contracts with 111ocal education agencies. RSI training hours conducted by participating local, state and federal fire departments are submitted to the Cai-JAC. The Cai- JAC reviews the reports hours for compliance and forwards them to a local education agency who then submits them to the Chancellor's office. The Chancellor's office, through the State Controller's office, pays the amount earned to the education agency. The education agency, based on the contract with the Cai-JAC, forwards the funds to the sponsor (Cai-JAC in this case). The Cai-JAC reimburses the participating fire department which partially offsets costs incurred by the fire department for apprentice RSI. Fire Marshal Metz is eligible to receive this Apprenticeship funding. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. ON MAY 4-5, 2016 EXHIBIT 1 WHEREAS, City Council Policy Number 2 governs requests for out of state travel by employees when such travel benefits the City of Carlsbad; and WHEREAS, the City Council agrees that it is in the public's best interest to authorize out of state travel for Fire Marshal Metz to attend the Congressional Fire Service Institute's National Fire and Emergency Symposium in Washington D.C. on May 4-5, 2016.; and WHEREAS, the approximate cost of this conference is $2,000.00.
