RECOMMENDED ACTION:
Adopt a Resolution approving public artwork concept design for the Aviara Community Park
Improvement Project.

The City of Carlsbad has a demonstrated commitment to fostering art and culture in the community,
understanding that the arts can enliven the built environment and add to the city's quality of life. One
way the city supports the arts and embodies these core values is by incorporating public artwork into
its eligible civic projects.
The Aviara Community Park Improvement Project is one ofthe city's most recent civic projects
identified to have a public art component included as part of its construction with a City Council total
project allocation of $69,100. The City of Carlsbad Cultural Arts Office has worked closely with artist
Michael Mclaughlin, the Arts Commission and a variety of internal and external stakeholders to
develop the proposed artwork for the park improvement Project. On Feb. 4, 2016, the Arts
Commission approved the artwork proposal and recommended the design be sent to City Council for
approval (Exhibit 2). The next step in the public art process is for City Council to approve the artwork
concept design so the artist may be contracted to fabricate and install the proposed artwork at the
site.
The Cultural Arts Office manages the city's public art program and follows an established process for
developing public art projects, which includes stakeholder input and involvement. As part of this
process, following a national request for qualifications, city staff convened a public art selection
committee to select an artist for the project. This committee included architects, public art
consultants, a neighborhood resident, Aviara area school administrator, Arts Commissioners, and staff
representing the Parks & Recreation Department.
The artist coordinated design proposals with the project team and stakeholders from the community
to develop the final artwork design concepts which were presented publicly at the Arts Commission
meetings on Feb. 4, and Apr. 7, as well as the Parks & Recreation Commission Apr. 18 2016.

The location and installation details of the approved artwork has been fully coordinated with the City's
Project Manager and with landscape architects from the firm Schmidt Design Group. The artwork will
consist oftwo, five foot tall, bronze sculptures. The artist's design concept uses natural themes and
whimsical approaches, with a goal to present highly unique visual and educational elements that relate
directly to the park, community and environment.
Staff recommends City Council approve the public artwork design concept for the Aviara Community Park
Improvement Project.
FISCAL IMPACT:
There is no new fiscal impact for the project. Council previously appropriated General Capital Construction
funds in FY 2015-16 for the Aviara Community Park CIP#4604 and Poinsettia Community Art Enhancement
CIP#4605 projects, which generated $69,100 for the public art elements. There are sufficient remaining
appropriations to carry out the fabrication and installation of the proposed and approved art elements for
this project. The public art project budget is as follows:

The proposed action is exempt from the California Environmental Quality Act (CEQA) per State CEQA
guidelines 15301-Existing Facilities-minor alteration of existing public structures and facilities
involving negligible or no expansion of use.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING RECOMMENDED PUBLIC ARTWORK
CONCEPT DESIGNS FOR AVIARA COMMUNITY PARK
IMPROVEMENT PROJECT
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California has shown its commitment
to fostering art and culture in the community by incorporating public art into its eligible civic
projects; and
WHEREAS, the City Council of the City of Carlsbad, California, approved an appropriation
of $69,100, which is provided for by Carlsbad Municipal Code Chapter 2.18; and
WHEREAS, the City of Carlsbad Cultural Arts Office utilized the public art process,
conducted an open competition and artist Michael Mclaughlin was selected by the Aviara Park
Public Art Committee; and
WHEREAS, on Feb. 4, 2016 the Arts Commission approved the Mclaughlin artwork
proposal and recommended the design for City Council approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. There is sufficient funding available in the FY 2015-16 Capital Improvement
Program budget in CIP#4604 and #4605 for the public arts elements.
3. That the proposed public artwork concept designs and $69,100 project budget for

Artist Michael Mclaughlin
A bronze Sculptor from Torrington, Connecticut, Michael learned construction and engineering in the U.S. Air
Force. He attended the Lyme Academy of Fine Arts as a sculpture major with minor in painting and art. He
worked as the former lead sculptor/historic preservation artist at R*F Designs at the New England Carousel
Museum. He has studied foundry technology in U.S., Thailand, and Spain and won numerous awards for
sculpture. For over a decade, his work has been in extensive exhibitions and commissions all over the U.S.
including the New Britain Museum of American Art and the Connecticut Governor's Invitational Exhibition in
2015 among others.
