RECOMMENDED ACTION:
Adopt a Resolution appointing one member to the Planning Commission.
ITEM EXPLANATION:
Per Government Code §54972, on or before December 31 of each year, the city prepares a Local
Appointments List of all regular and ongoing boards, commissions and committees and invites
applications from qualified members of the public. Members are to be appointed by a majority
vote of the council (CMC 2.24.020).
The term of Commission Member Neil Black expires in April, 2016. Mr. Black is eligible for, and
has requested, reappointment. He was appointed in January, 2011, to fulfill the unexpired term
of Commission Member Julie Baker, and was subsequently reappointed in April, 2012, for a four-
year term.
One appointment to the Planning Commission is therefore required.
Other members of the Planning Commission are Velyn Anderson, Patrick Goyarts, Stephen "Hap"
L'Heureux, Marty Montgomery, Jeff Segall and Kerry Siekmann.
Applications received for the Planning Commission are on file in the Office of the City Clerk.
NOTE: Members of the Planning Commission are subject to the provisions of the Political
Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

RESOLUTION NO. 2016-079
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO THE
PLANNING COMMISSION
WHEREAS, the term of Commission Member Arthur Neil Black expires in April, 2016, and
WHEREAS, Mr. Black was appointed in January, 2011, to fulfill the unexpired term of
Commission Member Julie Baker, and was subsequently reappointed in April, 2012, for a four-
year term, and
WHERAS, Mr. Black is eligible for reappointment and has expressed his desire to be
reappointed.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve on the Planning Commission,

The following vacancy exists in the City of Carlsbad.

The Planning Commission shall consist of seven members to be appointed by a majority
vote of the council, and of four ex officious members who shall be the community and
economic development director, the city engineer, the city attorney and the city planner.
Members are required to file a "Statement of Economic Interests" with the city clerk.
Term: April 2016 to April, 2020.
Applications are available on the City's website or in the City Clerk's Office located in City Hall at
1200 Carlsbad Village Drive, Carlsbad. Applications must be submitted to the City Clerk's Office
