ASSOCIATION OF GOVERNMENTS
RECOMMENDED ACTION:
Adopt a Resolution amending the Carlsbad TransNet Local Street Improvement Program and authorizing
submission of a proposed amendment to the 2014 Regional Transportation Improvement Program,
adding $11,700 for the Regional Arterial Management System, to the San Diego Association of
Governments.
ITEM EXPLANATION:
The 2014 Regional Transportation Improvement Program (RTIP) is a program of proposed highway,
arterial, transit, and bikeway projects for Fiscal Years (FY) 2014-15 through 2018-19. The Carlsbad
TransNet Local Street Improvement Program of Projects (Program) is submitted to the San Diego
Association of Governments (SANDAG) for incorporation into the RTIP. The City Council's approval ofthe
Program included funding for the Regional Arterial Management System (RAMS) for FY 2014-15. An
amendment to the Program and by extension the RTIP is required to provide the City of Carlsbad's cost
share payment for the RAMS for FY 2015-16.
The RAMS project enhances each agency's ability to manage local traffic signals and coordinate signal
timing plans across jurisdictions. As a regional platform, RAMS allows jurisdictions to develop, propose,
and implement traffic signal timing plans spanning multiple jurisdictions. This allows local agencies to
coordinate signal timing plans along regional corridors for day-to-day, planned special events, and
emergency conditions. Without this ability, local agencies would be limited to operate traffic signal
timing improvements in isolation and coordination improvements would be more difficult to achieve.
The RAMS platform also has an interface to the regional lntermodal Transportation Management System
(IMTMS) to support integration with highway systems for ramp metering, transit signal priority, and
traveler information systems.
SANDAG has implemented a model for ongoing regional RAMS support and maintenance on behalf of
local participating agencies. The model allows agencies to cost effectively implement a regional Software
Support Agreement, regional warranties for server hardware and network components, and pay for the
regional telecommunications account with AT&T.

Benefits of this regional support model to local agencies include:
• Single, regional support contract to ensure that all agencies can continue to use their
systems and so that they are maintained on a consistent basis.
• Simplified administrative overhead with SANDAG managing support and communications
contracts and billings.
• Improved RAMS functionality with any subsequent system updates.
The annual cost for the regional model is approximately $236,000 based on the participation by 14 local
agencies, Caltrans and SANDAG. The cost sharing model consists of a baseline cost of $5,000 per agency,
with the remaining regional costs prorated by the number of traffic signals operated by each agency. As
the regional agency with no traffic signals, SANDAG's share is 1/16th of the total cost, or $15,000. The
City of Carlsbad's annual cost share is $11,700.
FISCAL IMPACT:
The city is proposing an amendment to the 2014 RTIP that will provide $11JOO in TransNet LSI funding
for the RAMS cost share for FY 2015-16. There are sufficient funds in the City of Carlsbad's allocation of
TransNet funds that are available for this purpose.
