DIREO'OR MTG. 5/3/16 OUT OF STATE TRAVEL FOR FIRE CITY ATTY. DEPT. FIRE DEPARTMENT PERSONNEL TO ATTEND THE CITY MGR. ~~--HAZARD ZONE MANAGEMENT CONFERENCE IN PHOENIX, ARIZONA RECOMMENDED ACTION: Adopt a Resolution authorizing out of state travel for Fire Department personnel to attend the 7th Annual Hazard Zone Management Conference held in Phoenix, Arizona on June 9-10, 2016. ITEM EXPLANATION: Consistent with City Council Policy No. 2 (Travel Policy), the Carlsbad Fire Department is requesting authorization to allow three personnel from the ranks of Battalion Chief to Captain to attend the 7th Annual Hazard Zone Management Conference held in Phoenix, Arizona on June 9-10, 2016. All-Hazard Incident Management was adopted by the North Zone (North San Diego County agencies) last year as a way to address the changing environment of the fire service. This year's conference is designed to provide All-Hazard Incident Management instructors with updates on hazmat command, firefighter ' mayday, active shooter, and response to other violent incidents. This information will be brought back to the rest of the organization. FISCAL IMPACT: The cost for three fire department personnel to attend the two-day conference, including registration, travel and accommodations is approximately $3,300.00, which will be paid for using the Fire Department's budget. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. This two-day program is designed to provide All-Hazard Incident Management instructors with updates on hazmat command, firefighter mayday, active shooter, and response to other violent incidents. This information will be brought back to the rest of the organization; and WHEREAS, the City Council agrees that it is in the public's best interest to authorize out of state travel for Fire Department personnel to attend the Hazard Zone Management Conference on June 9-10, 2016, in Phoenix, Arizona; and WHEREAS, the cost for three people to attend the conference, including registration, travel, and lodging is approximately $3,300.00, and will be paid for using the Fire Department's budget. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2.
