IMPROVEMENT PROGRAM
RECOMMENDED ACTION:
Adopt a Resolution approving the Carlsbad TransNet Local Street Improvement Program of Projects for
Fiscal Years (FY) 2016-17 through 2020-21, for inclusion in the 2016 San Diego Association of
Governments Regional Transportation Improvement Program.
ITEM EXPLANATION:
The 2016 Regional Transportation Improvement Program (RTIP) is a program of proposed highway,
arterial roadway, transit, and bikeway projects for FY 2016-17 through 2020-21. The San Diego
Association of Governments (SANDAG) is required by state and federal laws to develop and adopt the
RTIP every two years.
Each member agency of SANDAG that desires to expend TransNet and/or certain federal or state funds
must approve a program of projects once every two years. In addition to projects with these funding
sources, the program of projects also includes regionally significant capacity increasing projects,
regardless of the funding source. The federal Metropolitan Planning and Air Quality Conformity
Regulations also require inclusion of all regionally significant capacity increasing road projects for air
quality emissions analysis.
The approval process includes consideration of the Carlsbad Program of Projects at a Public Hearing and
adoption of the attached Resolution. The adopted Resolution approving the Carlsbad Program of
Projects is due to SANDAG by June 24, 2016. The Carlsbad Program of Projects is then incorporated into
the draft 2016 RTIP as assembled and submitted to the state by SANDAG by July 22, 2016. The proposed
Carlsbad Program of Projects for FY 2016-17 through 2020-21, which is attached as Attachment A to the
Resolution, includes projects with the following funding types:
• Federal-SAFETEA-LU, High Priority Project
• Federal-Highway Bridge Program
• SANDAG-TransNet Local
• Local-City Funds
• Local-Private Funds

The federal funding included in the Carlsbad Program of Projects consists of Federal SAFETEA-LU, High
Priority Project funds for Poinsettia Lane Reach E. The city is also set to receive Federal Highway Bridge
Program funding which is programmed by Caltrans, and therefore is not listed as a funding line item on
the Carlsbad Program of Projects.
TransNet funds are programmed for a variety of projects including bridge improvement, roadway
improvement, pavement management program, traffic signal improvement and safety lighting projects.
The Carlsbad Program of Projects also includes various capacity increasing roadway projects located
along regionally significant arterials, regardless of the funding source. The projects in this category
include various roadway segments and intersection improvements. The majority of these projects are
funded by local city funds such as Traffic Impact Fees and/or funding from the adjacent private
development.
The Program of Projects may be revised as needed on a quarterly basis during the two year period
between the adoption of the 2016 RTIP and the subsequent 2018 RTIP.
FISCAL IMPACT:
Approving the RTIP is a requirement under state law for receiving TransNet, state or federal funds.
Approval of the RTIP ensures eligibility for funding and programs the funding for future obligation.
Inclusion in the RTIP, however, is not a guarantee that projects will receive the stated funding. The
amounts shown are the best available estimates of anticipated funding. In the event that funding falls
short or is not available, the City Council is not obligated to proceed with a project just because it is
included in the RTIP.
ENVIRONMENTAL IMPACT:
This activity is statutorily exempt from CEQA pursuant to CEQA Guidelines, Section 15276, which states
that CEQA does not apply to the adoption of a Regional Transportation Improvement Program.
However, individual projects developed pursuant to these programs shall remain subject to CEQA.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE CARLSBAD TRANSNET LOCAL
STREET IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL
YEARS 2016-17 THROUGH 2020-21, FOR INCLUSION IN THE 2016
SAN DIEGO ASSOCIATION OF GOVERNMENTS REGIONAL
TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, on Nov~ 4, 2004, the voters of San Diego County approved the San Diego
Transportation Improvement Program Ordinance and Expenditure Plan (TransNet Extension
Ordinance); and
WHEREAS, the TransNet Extension Ordinance provides that the San Diego Association of
Governments (SANDAG), acting as the Regional Transportation Commission, shall approve on a
biennial basis a multi-year program of projects submitted by local jurisdictions identifying those
transportation projects eligible to use transportation sales tax (TransNet) funds; and
WHEREAS, the City of Carlsbad was provided with an estimate of annual TransNet local
improvement revenues for Fiscal Years (FY) 2016-17 through 2020-21; and
WHEREAS, the City of Carlsbad has held a noticed Public Hearing with an agenda item that
clearly identified the proposed list of projects prior to approval of the projects by its authorized
legislative body in accordance with Section S(A) of the TransNet Extension Ordinance and Rule 7
ofthe SANDAG Board Policy 31.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.

2. That pursuant to Section 2(C)(l) of the TransNet Extension Ordinance, the City of
Carlsbad certifies that no more than 30 percent of its annual revenues from the TransNet funds
shall be spent on local street and road maintenance related projects.
3. That pursuant to Section 4(E)(3) of the TransNet Extension Ordinance, the City of
Carlsbad certifies that all new projects, or major reconstruction projects, funded by TransNet
revenues shall accommodate travel by pedestrians and bicyclists, and that any exception to this
requirement permitted under the Ordinance and proposed shall be clearly noticed as part of the
City of Carlsbad's Public Hearing process.
4. That pursuant to Section 8 ofthe TransNet Extension Ordinance, the City of Carlsbad
certifies that the required minimum annual level of local discretionary funds to be expended for
street and road purposes will be met throughout the 5-year period consistent with the most
recent Maintenance of Effort Requirements adopted by SANDAG.
5. That pursuant to Section 9A of the TransNet Extension Ordinance, the City of
Carlsbad certifies that it will extract $2,357, plus all applicable annual increases, from the private
sector for each newly constructed residential housing unit in the City of Carlsbad, and shall
contribute such exactions to the Regional Transportation Congestion Improvement Program
(RTCIP).
6. That pursuant to Section 13 of the Transnet Extension Ordinance, the City of Carlsbad
certifies that is has established a separate Transportation Improvement Account for TransNet
Revenue with interest earned expended only for those purposes for which the funds were
allocated.

7. That pursuant to Section 18 of the TransNet Extension Ordinance, the City of
Carlsbad certifies that each project of $250,000 or more will be clearly designated during
construction with TransNet project funding identification signs.
8. That the City of Carlsbad does hereby certify that all other applicable provisions of
the TransNet Extension Ordinance and the SANDAG Board Policy 31 have been met.
9. That the City of Carlsbad agrees to indemnify, hold harmless and defend SANDAG,
the San Diego County Regional Transportation Commission, and all officers and employees
thereof against all causes of action or claims related to local TransNet funded projects.
10. That the Carlsbad TransNet Local Street Improvement Program of Projects for FY
2016-17 through 2020-21 attached to this Resolution as Attachment A is hereby approved for
inclusion in the 2016 SANDAG RTIP.
