ASD PROP H CITY MGR. f,lr/\._, RECOMMENDED ACTION: Accept presentation from the Administrative Services Director on a proposed ballot measure for the November 2016 election that would ask voters to approve a capital improvement project exceeding the limitation imposed by Proposition H. ITEM EXPLANATION: Proposition H, adopted by voters in 1982, restricts the use of city funds for the acquisition and improvement of real property. Specifically, section 1.24.030 states that any acquisition of or improvement to real property that exceeds one million dollars in city funds will not be undertaken "unless the proposed acquisition and/or improvement project and the cost in city funds is first placed upon the ballot and approved by a majority of the voters." At a Council Workshop on March 15, 2016, staff presented Council with a single project that is considered a critical need for public safety and which is subject to the requirements of Proposition H. Staff is recommending to move forward with the reconstruction of Fire Station 2, located on Arenal Road, adjacent to the La Costa Resort Fire Station 2 was constructed in 1969 and was designed to accommodate one full-time fire fighter and volunteers that would address less than 250 calls per year. This station now houses five full-time personnel who address approximately 4,000 calls per year. A new structure would accommodate modern fire apparatus, meet today's seismic and building codes, and meet Occupational Safety and Health Administration (OSHA) and National Fire Protection Association {NFPA) standards. The reconstruction of Fire Station 2 is estimated to cost between $7 million and $10.5 million. The large range in estimates stems from different options for siting the facility and various construction alternatives. One alternative is to replace Fire Station 2 on the existing lot, which may require one level of subterranean construction for a parking garage. Another option is to obtain a new parcel in the same geographical area as Fire Station 2 is currently located and build there; this option would require between 1.25 and 2 acres. Either option is contemplated to house 5 firefighters and have an extra living space for an intern or probationary firefighter. The new facility would also satisfy seismic requirements and provide adequate provisions for firefighters of either gender. DEPARTMENT CONTACT: Chuck McBride 760-602-2430 FOR CITY CLERKS USE ONLY. Cost estimates will be refined as we approach the June 14 Council meeting, at which time staff will request that the ballot measure be placed on the ballot. Although staff is still vetting the language for the ballot measure, the following is the most likely phrasing of the ballot question: Do the voters of the City of Carlsbad approve spending existing city funds from various sources, including the General Fund, in an amount to exceed $1 million to construct a replacement for Fire Station 2 at an estimated cost range of $7 million up to $10.5 million? Staff has considered a ballot question that does not provide an estimated cost of the facility, given the timing of projects brought forward under Proposition C. However, this project will likely be completed within two to three years of passage of the proposed ballot measure and cost estimates should remain valid. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: The proposed presentation does not constitute a "project" within the meaning of the California Environmental Quality Act and, therefore, does not require environmental review.
