DIRECTING THE CITY CLERK TO RECORD A
NOTICE OF COMPLETION
RECOMMENDED ACTION:
Adopt a resolution accepting the Aviara Community Park Synthetic Tur.f Replacement, Contract No.
PWS16-02PKS, as complete and directing the City Clerk to record a Notice of Completion in accordance
with state law and city ordinances.
ITEM EXPLANATION:
On November 3, 2016, the City Council adopted Resolution No. 2015-274, awarding Asphalt, Fabric &
Engineering, Inc. the contract for the Aviara Community Park Synthetic Turf Replacement, Contract No.
PWS16-02PKS.
Asphalt, Fabric & Engineering, Inc. substantially completed the subject work on February 9, 2016. Staff
has inspected the work, found it to be satisfactory, and recommends acceptance of the project.
FISCAL IMPACT:

ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements of
the California Environmental Quality Act, pursuant to Carlsbad Municipal Code Section 19.04.070A.1.a.
EXHIBITS:
1. Resolution accepting the Aviara Community Park Synthetic Turf Replacement, Contract No. PWS16-
02PKS, as complete and directing the City Clerk to record a Notice of Completion in accordance
with state law and city ordinances.
2. Acceptance of Public Improvements and Notice of Completion-Aviara Community Park Synthetic
Turf Replacement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE AVIARA COMMUNTIY PARK
SYNTHETIC TURF REPLACEMENT, CONRACT NO. PWS16-02PKS, AS
COMPLETE AND DIRECTING THE CITY CLERK TO RECORD A NOTICE
OF COMPLETION
WHEREAS, the Aviara Community Park Synthetic Turf Replacement, Contract No. PWS-
16-02PKS, was substantially completed to the city's satisfaction by Asphalt, Fabric &
Engineering, Inc., on February 9, 2016; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
2. The Aviara Community Park Synthetic Turf Replacement, Contract No. PWS16-
02PKS, is deemed complete and the City Manager is hereby authorized to execute
the Acceptance of Public Improvements attached hereto as Exhibit 2 on behalf of
the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
execute and record the Notice of Completion for the Aviaria Community Park
Synthetic Turf Replacement, Contract No. PWS16-02PKS, attached hereto as Exhibit
2a.

COMPLETION OF PUBLIC IMPROVEMENTS
The contractor has constructed the improvements required for the Aviara Community Park
Synthetic Turf Replacement, Contract No. PWS16-02PKS, and has requested that the City of
Carlsbad accept the public improvements. City forces have inspected the public improvements
and found them to be satisfactory. The public improvements consist of:
