RECOMMENDED ACTION:
Adopt a Resolution accepting the Contract for construction of Fire Station 3, Project No. 4003, as
complete and directing the City Clerk to record a Notice of Completion and release bonds in accordance
with state laws and city ordinances.
ITEM EXPLANATION:
On July 22, 2014 the City Council of the City of Carlsbad awarded a Contract to Keeton Construction, Inc.
in the amount of $5,817,000 for the construction of Fire Station 3, Project No. 4003. Keeton
Construction, Inc. substantially completed the work on Feb. 11, 2016. The final punch list was completed
on March 31, 2016. Additional work was added to the contract which included separating the dorm
rooms, installing a steel trellis to the exterior of the building, several landscaping and irrigation changes,
required changes to the offsite public utilities, additional welding to the steel structures, and several
other changes throughout the building that weren't addressed in the contract drawings . The final
change order for the project was executed on June 16, 2016. Staff has inspected the work and found it to
be satisfactory. Staff recommends acceptance of the improvement by City Council.

ENVIRONMENTAL IMPACT:
On Nov. 21, 2012 the Planning Commission adopted Resolution No. 6929 adopting a Negative
Declaration (ND) and approved Resolution No. 6930 approving Conditional Use Permit CUP 12-07 for
Carlsbad Fire Station 3. Furthermore, the approval of a Notice of Completion is a ministerial process and
is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to
Carlsbad Municipal Code Section 19.04.070A.1.a.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE CONSTRUCTION OF FIRE STATION 3,
PROJECT NO. 4003, AS COMPLETE AND DIRECTING THE CITY
CLERK TO RECORD NOTICE OF COMPLETION AND RELEASE BONDS
IN ACCORDANCE WITH STATE LAW AND CITY ORDINANCES.
EXHIBIT 1
WHEREAS, the construction of Fire Station 3 was completed to the city's satisfaction by
Keeton Construction, Inc. on Feb. 11, 2016; and
WHEREAS, the formal Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. That Fire Station 3, specifically identified as Project No. 4003, is deemed complete
and is hereby accepted by the City Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to execute
and record the Notice of Completion, attached hereto as Attachment A, for Fire Station 3,
Project No. 4003.
