USE OF FORCE LEADERSHIP FORUM IN CORAL v--t--GABLES, FLORIDA
RECOMMENDED ACTION:
Adopt a resolution to authorize out-of-state travel for one police captain from September 11-14,
2016 to attend the Body-Worn Camera Leadership Forum and Use of Force Leadership Forum in Coral
Gables, Florida.
ITEM EXPLANATION:
The Body-Worn Camera Leadership Forum was designed by the Financial Research Associates, LLC to
discuss implementation, policy and expansion of body-worn camera programs. Distinguished
speaking faculty from law enforcement agencies across the country will give substantive guidance on
topics such as drafting policy, storing and managing footage, and handling freedom of information
requests. The Use of Force Leadership Forum was designed to assist law enforcement agencies in
identifying and implementing the best policies to keep both officers and the citizenry safe. The forum
will give insight into how leaders from across the country have tackled issues such as preparing for
litigation with proper incident documentation, when and how video footage should be reviewed, and
the development of crisis intervention teams. Captain Mickey Williams will represent Carlsbad Police
Department at the conference.
FISCAL IMPACT:
The cost for one police captain to travel to Coral Gables, Florida including flight, lodging, per diem,
program fees and incidental expenses is $2,500. There are funds in the Fiscal Year 2016-17 budget to
cover these expenses.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore, does not require environmental review.

RESOLUTION NO. 2016-148
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING OUT-OF-STATE TRAVEL FOR ONE
POLICE CAPTAIN TO ATTEND THE BODY-WORN CAMERA
LEADERSHIP FORUM AND USE OF FORCE LEADERSHIP FORUM IN
CORAL GABLES, FLORIDA
WHEREAS, the Body-Worn Camera Leadership Forum was designed by the Financial
Research Associates, LLC to discuss implementation, policy and expansion of body-worn camera
programs; and
WHEREAS, distinguished speaking faculty from law enforcement agencies across the
country will give substantive guidance on topics such as drafting policy, storing and managing
footage, and handling freedom of information requests; and
WHEREAS, the Use of Force Leadership Forum was designed to assist law enforcement
agencies in identifying and implementing the best policies to keep both officers and the citizenry
safe; and
WHEREAS, the forum will give insight into how leaders from across the country have
tackled issues such as preparing for litigation with proper incident documentation, when and how
video footage should be reviewed, and the development of crisis intervention teams; and
WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-
state travel for one police captain to attend the Body-Worn Camera Leadership Forum and Use
of Force Leadership Forum from September 11-14, 2016 in Coral Gables, Florida; and
WHEREAS, the cost for one police captain to travel and attend the forum is $2,500; and
WHEREAS, there are adequate funds in the Fiscal Year 2016-17 budget to cover these
expenses.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows that:
1. The above recitations are true and correct.
2. That out-of-state travel from September 11 — 14, 2016 is hereby authorized in
accordance with city policy for one police captain to attend the Body-Worn Camera
Leadership Forum in Coral Gables, Florida.
