RECOMMENDED ACTION:
Introduce an Ordinance amending Title 10, Chapter 10.28 of the Carlsbad Municipal Code to add section
10.28.995 to establish all-way stop control at the intersection of Buena Vista Way and Arland Road.
ITEM EXPLANATION:
The subject intersection is located in the northwest quadrant of the city (see Exhibit 3). Currently, the
traffic on Arland Road is stop-controlled at the subject intersection while the traffic on Buena Vista Way
is uncontrolled. A request to consider an all-way stop was received by staff due to concerns about
restricted sight distance.
As part of this request, staff conducted field measurements of existing sight distance at the subject
intersection. The posted speed limit on Buena Vista Way is 25 miles per hour. Per the Caltrans Highway
Design Manual, the minimum corner sight distance required for 25 miles per hour is 275 feet. Due to the
vertical curvature of Buena Vista Way east of its intersection with Arland Road, the measured sight
distance looking to the east was found to be 174 feet, which does not meet the minimum corner sight
distance requirements. The California Manual on Uniform Traffic Control Devices (CA MUTCD)
recommends consideration of an all-way stop at "locations where a road user, after stopping, cannot see
conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also
required to stop."
The Traffic Safety Commission considered this matter at its meeting on June 6, 2016. Based on the
findings by staff and public comment by the initial requestor, the Traffic Safety Commission unanimously
supported staff's recommendation to implement all-way stop control at the intersection of Buena Vista
Way and Arland Road.
FISCAL IMPACT:
The installation of two stop signs, two stop ahead signs, stop pavement legends and painted limit lines
will cost approximately $3,000. Sufficient funds are available in the Streets Maintenance Division
budget.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) — minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE
CARLSBAD MUNICIPAL CODE TO ADD SECTION 10.28.995 TO
ESTABLISH ALL-WAY STOP CONTROL AT THE INTERSECTION OF
BUENA VISTA WAY AND ARLAND ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition
of Section 10.28.995 to read as follows:
"10.28.995 Arland Road.
Drivers shall stop where the following described streets intersect Arland
Road:
Buena Vista Way".
EFFECTIVE DATE: This Ordinance shall be effective 30 days after its adoption; and the City
Clerk shall certify the adoption of this Ordinance and cause the full text of the Ordinance or a
summary of the Ordinance prepared by the City Attorney to be published at least once in a
newspaper of general circulation in the City of Carlsbad within 15 days after its adoption.
