CLERK FOR THE ANNUAL CONFERENCE CITYMGR. rvV OCTOBER S-7, 2016 RECOMMENDED ACTION: Adopt a resolution designating Mayor Pro Tern Wood as voting delegate for the League of California Cities (League) Annual Conference in Long Beach, California, October 5-7, 2016. ITEM EXPLANATION: Notice has been received from the League requesting each city select a voting representative for the Annul Business Meeting. The Annual Business Meeting is scheduled for 12:00 p.m. on Friday, October 7, at the Long Beach Convention Center. Each member city of the League has a right to cast one vote on matters pertaining to League policy. At this meeting, the League considers and takes action on resolutions that establish such policy. Consistent with League bylaws, a city's voting delegate and up to two alternates must be designated by the City Council. Therefore, it is necessary to appoint a delegate to pick up the City's voting card and attend the General Business Session at the Annual Conference scheduled for Wednesday, October 5 through Friday, October 7, 2016. The Council may also appoint up to two alternate voting delegates, one of whom may vote in the event that the designated member is unable to serve in that capacity. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause wither a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. According to League personnel, a City Manager or City Attorney may also be designated to serve as the voting delegate in the event the elected official cannot attend the business meeting. If you agree with amending the resolution, please state the following once the item is up for consideration: "I'd like to make a motion to amend the resolution to designate our City Manager and City Attorney as Alternates for the purpose of voting at the Annual League Business Meeting." Forms not sent by this deadline may be submitted to the Voting Delegate Desk located in the Annual Conference Registration Area. Your city council may designate one voting delegate and up to two alternates. In order to vote at the Annual Business Meeting (General Assembly), voting delegates and alternates must be designated by your city council. Please attach the council resolution as proof of designation. As an alternative, the Mayor or City Clerk may sign this form, affirming that the designation reflects the action taken by the council. Please note: Voting delegates and alternates will be seated in a separate area at the Annual Business Meeting. Admission to this designated area will be limited to individuals (voting delegates and alternates) who are identified with a special sticker on their conference badge.
