RECOMMENDED ACTION:
Introduce Ordinance amending Title 10, Chapter 10.44, Section 10.44. 770 of the Carlsbad Municipal Code
to establish a 45 mile per hour speed limit upon Camino Junipero from Rancho Santa Fe Road to Paseo
Encino.
ITEM EXPLANATION:
Camino Junipero is classified as a local/neighborhood street in the Mobility Element of the General Plan
and is located in the southeast portion of Carlsbad. Prior to the extension of Camino Junipero to its new
terminus at Paseo Encino, a 45 mile per hour speed zone was established on Camino Junipero in 2006
between Rancho Santa Fe Road and Avenida Amapola. Since Camino Junipero has since been extended
from Avenida Amapola to Paseo Encino, an extension of the current speed zone on Camino Junipero is
recommended.
To establish the new speed zone, a speed survey was conducted on April 18, 2016 that resulted in a
critical speed determination of 46 miles per hour. The critical speed is the speed at which 85 percent of
the drivers are traveling at or below. Based on the requirements found in the California Vehicle Code
and the California Manual on Uniform Traffic Control Devices, a posted speed limit of 45 miles per hour
was determined to be appropriate.
At their meeting on June 6, 2016, the Traffic Safety Commission considered the results of the Engineering
and Traffic Survey and recommended, by a 5-0 vote, to establish a 45 mile per hour speed limit upon
Camino Junipero from Rancho Santa Fe Road to Paseo Encino.
FISCAL IMPACT:
The installation of two speed limit signs will cost approximately $400. Sufficient funds are available in
the Streets Maintenance Budget.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) — minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE
CARLSBAD MUNICIPAL CODE BY THE REVISION OF SECTION
10.44.770 TO MODIFY THE LIMITS OF THE 45 MILE PER HOUR
SPEED ZONE ON CAMINO JUNIPERO.
EXHIBIT 1
NOW, THEREFORE, the City Council of the City of Carlsbad, California, hereby
ordains as follows that:
1. Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the revision of
Section 10.44. 770 to read as follows:
"10.44.770 Camino Junipero:
Upon Camino Junipero from Rancho Santa Fe Road to its intersection with Paseo
Encino, the prima facie speed limit shall be 45 miles per hour."
EFFECTIVE DATE: This Ordinance shall be effective 30 days after its adoption, and
the City Clerk shall certify the adoption of this Ordinance and cause the full text of the Ordinance or
a summary of the Ordinance prepared by the City Attorney to be published at least once in a
newspaper of general circulation in the City of Carlsbad within 15 days after its adoption.
