PW-TRAN CARLSBAD MUNICIPAL CODE BY THE CITY MGR. t?l--REVISION OF SECTION 10.44.030 TO MODIFY THE LIMITS OF THE EXISTING 30 MPH AND 35 MPH SPEED ZONES ON CARLSBAD BOULEVARD BETWEEN THE NORTH CITY LIMIT AND WALNUT AVENUE RECOMMENDED ACTION: Introduce Ordinance amending Title 10, Chapter 10.44, Section 10.44.030 of the Carlsbad Municipal Code to establish a 35 mile per hour speed zone on Carlsbad Boulevard between the north city limit and State Street, and a 30 mile per hour speed zone on Carlsbad Boulevard between State Street and Walnut Street. ITEM EXPLANATION: Carlsbad Boulevard is an arterial roadway located along the coast on the western edge of the city. Carlsbad Boulevard currently has a posted speed limit of 35 mph between the north city limit and Mountain View Drive. From Mountain View Drive south to Walnut Avenue, the posted speed limit is 30 mph. Both speed zones were established and supported by a valid Engineering and Traffic Survey. Recent roadway improvements, including a roundabout at the intersection of State Street, have changed the character of the roadway north of Mountain View Drive. As a result, speeds have decreased on that section of roadway. Staff completed Engineering and Traffic Surveys for the roadway section north of State Street and the roadway sections south of State Street. Speed surveys resulted in a critical speed determination of 37 miles per hour north of State Street and 34 miles per hour in the roadway section south of State Street. The critical speed is the speed at which 85 percent of the drivers are traveling at or below. Based on the requirements found in the California Vehicle Code and the California Manual on Uniform Traffic Control Devices, respective speed limits of 35 miles per hour and 30 miles per hour were found to be appropriate. At their meeting on June 6, 2016, the Traffic Safety Commission considered the results of the Engineering and Traffic Surveys and recommended, by a 5-0 vote, to establish upon Carlsbad Boulevard a 35 mile per hour speed limit from the north city limit to State Street, and a 30 mile per hour speed limit between State Street and Walnut Avenue. Sufficient funds are available in the Streets Maintenance Budget. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) — minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Title 10, Chapter 10.44 ofthe Carlsbad Municipal Code is amended by the revision of Section 10.44.030 to read as follows: "10.44.030 Carlsbad Boulevard: a) Upon Carlsbad Boulevard from the north boundary of the city to its intersection with State Street, the prima facie speed limit shall be 35 miles per hour. b) Upon Carlsbad Boulevard from its intersection with State Street to its intersection with Walnut Avenue, the prima facie speed limit shall be 30 miles per hour. c) Upon Carlsbad Boulevard from its intersection with Walnut Avenue to its intersection with Tamarack Avenue, the prima facie speed limit shall be 30 miles per hour. d) Upon Carlsbad Boulevard from its intersection with Tamarack Avenue to a point 1,400 feet south of the southerly boundary of the right-of-way of Manzano Drive, for both the southbound and northbound lanes, the prima facie speed limit shall be 35 miles per hour. e) Upon the northbound lanes of Carlsbad Boulevard from a point 1,400 feet south of the southerly boundary of the right-of-way of Manzano Drive to Island Way, the prima facie speed limit shall be 50 miles per hour. f) Upon the southbound lanes of Carlsbad Boulevard from a point 1,400 feet south of the southerly boundary of the right-of-way of Manzano Drive to Island Way, the prima facie speed limit shall be 35 miles per hour. g) Upon Carlsbad Boulevard from Island Way to the south boundary of the city, the prima facie speed limit shall be 50 miles per hour.
