Executive Summary /Discussion Ordinance No. CS-305 was introduced and first read at the City Council meeting held on July 26, 2016. The City Council unanimously voted to introduce. the Ordinance. The second reading allows the City Council to adopt the ordinance which will become effective thirty days after adoption. Fiscal Analysis The installation of two speed limit signs will cost approximately $400. Sufficient funds are available in the Streets Maintenance Budget. Next Steps Install two 35 mile per hour speed limit signs on La Costa Avenue between Camino de los Caches and Circulo Sequoia. Environmental Evaluation (CEQA) The project is exempt from the California Environmental Quality Act {CEQA) per State CEQA Guidelines Section 15301(c) -minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Climate Action Plan Consistency This action is not related to the Climate Action Plan. Public Notification The City Clerk will have the ordinance or a summary of the ordinance published within fifteen days, if adopted. Exhibits 1. CS-305 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, SECTION 10.44.070 OF THE CARLSBAD MUNICIPAL CODE ESTABLISHING A PRIMA FACIE SPEED LIMIT UPON A PORTION OF LA COSTA AVENUE. EXHIBIT 1 NOW, THEREFORE, the City Council of the City of Carlsbad, California, hereby ordains as follows that: 1. Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the revision of Section 10.44.070 to read as follows: "10.44.070 La Costa Avenue: a) Upon La Costa Avenue from El Camino Real to a point 1,000 feet easterly the prima facie speed limit shall be 35 miles per hour. b) Upon La Costa Avenue from a point 1,000 feet easterly of El Camino Real to its intersection with Rancho Santa Fe Road shall be 40 miles per hour. c) Upon La Costa Avenue from Rancho Santa Fe Road to its intersection with Camino de los Caches shall be 45 miles per hour. d) Upon La Costa Avenue from Interstate Highway 5 to its intersection with El Camino Real the prima facie speed limit shall be 55 miles per hour. e) Upon La Costa Avenue from Camino de los Caches to Circulo Sequoia the prima facie speed limit shall be 35 miles per hour." EFFECTIVE DATE: This Ordinance shall be effective 30 days after its adoption, and the City Clerk shall certify the adoption of this Ordinance and cause the full text of the Ordinance or a summary of the Ordinance prepared by the City Attorney to be published at least once in a newspaper of general circulation in the City of Carlsbad within 15 days after its adoption.
