Recommended Action
Adopt Ordinance No. CS-306 amending Title 10, Chapter 10.28 of the Carlsbad Municipal Code
to add section 10.28.995 to establish all-way stop control at the intersection of Buena Vista
Way and Arland Road.
Executive Summary /Discussion
Ordinance No. CS-306 was introduced and first read at the City Council meeting held on July 26,
2016. The City Council voted 4/1 (Packard no) to introduce the Ordinance. The second reading
allows the City Council to adopt the ordinance which will become effective thirty days after
adoption.
Fiscal Analysis
The installation of two stop signs, two stop ahead signs, stop pavement legends and painted
limit lines will cost approximately $3,000. Sufficient funds are available in the Streets
Maintenance Division budget.
Next Steps
Install two stop signs, two stop ahead signs, stop payment legends and painted limit lines at the
intersection of Buena Vista Way and Arland Road.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) -minor alteration of existing facilities, including streets,
sidewalks, gutters, and similar facilities involving negligible or no expansion.
Climate Action Plan Consistency
This action is not related to the Climate Action Plan.
Public Notification
The City Clerk will have the ordinance or a summary of the ordinance published within fifteen
days, if adopted.

ORDINANCE NO. CS-306
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE
CARLSBAD MUNICIPAL CODE TO ADD SECTION 10.28.995 TO
ESTABLISH ALL-WAY STOP CONTROL AT THE INTERSECTION OF
BUENA VISTA WAY AND ARLAND ROAD.
The City Council ofthe City of Carlsbad, California, hereby ordains as follows:
That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition
of Section 10.28.995 to read as follows:
"10.28.995 Arland Road.
Drivers shall stop where the following described streets intersect Arland
Road:
Buena Vista Way".
EFFECTIVE DATE: This Ordinance shall be effective 30 days after its adoption; and the City
Clerk shall certify the adoption of this Ordinance and cause the full text of the Ordinance or a
summary of the Ordinance prepared by the City Attorney to be published at least once in a
newspaper ofgeneral circulation in the City of Carlsbad within 15 days after its adoption.
