Subject Approve a Resolution to Accept the Funding Recommendations for
Community Activity Grants
Recommended Action
Adopt a Resolution accepting the funding recommendations by the Community Activity Grants
Citizen Review Committee and approving the disbursement of funds to the identified
organizations on a reimbursement basis only.
Executive Summary
Under the guidelines established in Council Policy No. 51, a seven-member Citizen Review
Committee was appointed by the City Council to review Community Activity Grant applications
and formulate funding recommendations to the City Council. These guidelines specify that a
citizen review panel be assembled consisting of the following community members: one
representative from each quadrant of the city, one Senior Commission member, one Library
Board of Trustees member, and one Parks & Recreation Commission member.
Discussion
Through the annual budget process, a total of $10,000 was made available to the community for
enrichment programs, only two (2) eligible grant applications were received by the city with
funding requests totaling approximately $5,643. The Citizen Review Committee met to review
and discuss the applications each on its own individual merits. All grant applications were
evaluated by the Committee based on the level of enrichment provided to residents or
enhancement to neighborhoods, organizational experience and expertise, and scope or extent
of the projects offered to the community.
As a result of careful review and evaluation, the Citizen Review Committee elected to recommend
the $5,643 available in funding with the balance to be carried forward for the fiscal year.
Although there is no specific evaluation criteria within City Council Policy No. 51, the Committee
used its discretion to make funding recommendations that it felt best met the intent of the
Community Activity Grant program to enrich or enhance the community.

The Citizen Review Committee has made the funding recommendations set forth in the chart
below. These recommendations and final grant awards may be modified at the discretion of the
City Council. Upon approval, grantees will be required to enter into grant agreements with the
city and will be awarded the funds on a reimbursement basis only.

The FY 2016-17 operating budget contains an appropriation of $10,000 for Community Activity
Grants. No further appropriation is required, and there is no additional fiscal impact.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

RESOLUTION NO. 2016-175
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE FUNDING RECOMMENDATIONS OF THE
COMMUNITY ACTIVITY GRANT CITIZEN REVIEW COMMITTEE AND
APPROVING THE DISBURSEMENT OF FUNDS TO THE IDENTIFIED
ORGANIZATIONS ON A REIMBURSEMENT BASIS ONLY
WHEREAS, the City Council of the City of Carlsbad, California, appointed a seven-
member Citizen Review Committee to review Community Activity Grant applications and to create
funding recommendations; and
WHEREAS, two (2) applications for funding were received; and
WHEREAS, the Citizen Review Committee has recommended all of the applicants receive
funding at the levels set forth within this resolution.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. The above recitations are true and correct.
2. That the following organizations are hereby granted funds in the amounts shown
from the Community Activity Grants Fund in accordance with Council Policy 51:
Kids for Peace $4,750
LA Galaxy San Diego $893
TOTAL AWARDS $5,643
3. That the organizations approved for Community Activity grants shall be required
to execute grant agreements with the City of Carlsbad, and shall be disbursed grant funds on a
reimbursement basis only.
4. That the Housing and Neighborhood Services Director is authorized to execute
said grant agreements for the Community Activity funds, and the Administrative Services Director is

authorized to disburse said grant funds to the organizations approved for Community Activity grants
on a reimbursement basis only.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 23rd day of August, 2016, by the following vote, to wit:
AYES: Hall, Wood, Schumacher, Blackburn, Packard.
NOES: None.
