Recommended Action

Pine Avenue Community Park Synthetic Turf Replacement (CIP Project No. 47311), and
authorizing the city clerk to advertise the project for public bids.
Executive Summary
The existing synthetic turf on the multi-purpose field at Pine Avenue Community Park is in need
of replacement. The replacement project will provide a new high quality synthetic turfto meet
the high usage demand of this field.
Discussion
The existing synthetic turf on the multi-purpose field at Pine Avenue Community Park is 10
years old and is in need of replacement due to age and wear. The existing synthetic turf has
surpassed its 8 year warranty period and its expected useful life. The heavy use ofthis multi-
purpose field over this past decade has resulted in corresponding splits/tears and diminished
overall quality of the synthetic turf.
The replacement project includes removal of the existing synthetic turf from the soccer field,
minor re-grading and re-compaction of the subsurface, retrofits to the drainage system, and
installation of a new high quality synthetic turf. The new synthetic turf is expected to meet the
high usage demand of this field, and last at least another decade. The overall playability of the
field will be considerably enhanced as a result of this project.
Fiscal Analysis
Estimated construction costs for the project are $805,000. Funding for the project, in the
amount of $868,000, was approved in the FY 2016/17 Capital Improvement Program Budget.
Maintenance costs for the field are expected to be reduced with the new synthetic turf, due to
the fact that the repair of most splits/tears will be covered under a normal use warranty.

Next Steps
Upon the City Council's approval of the plans and specifications for the project, staff will release
contract documents, plans and specifications for soliciting bids. The bid due date for the project
will be in mid-October, allowing for a full 30 day bid phase. Staff will evaluate the responsive
bids received and return to City Council with a recommendation to award the construction
contract in November. Construction activities are expected to commence in early December,
and to be complete within 60 days thereafter.
Environmental Evaluation (CEQA)
This project has been determined to be exempt from environmental review per CEQA
Guidelines Section 15301, minor alteration of existing facilities.
Public Notification
Staff has included the athletic groups that ordinarily play on this multi-purpose field in the
review/revision of the project plans, and has advised them of the field's scheduled closure
during construction activities. Additionally, staff will provide general public notification of the
field's scheduled closure via the placement of signage on site, and the posting of bulletins on
the Parks & Recreation Department webpage.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD/
CALIFORNIA/ APPROVING THE CONTRACT DOCUMENTS/ PLANS AND
SPECIFICATIONS FOR THE PINE AVENUE COMMUNITY PARK SYNTHETIC
TURF REPLACEMENT (CIP PROJECT NO. 47311)1 AND AUTHORIZING THE
CITY CLERK TO ADVERTISE THE PROJECT FOR PUBLIC BIDS
EXHIBIT 1
WHEREAS/ the contract documents/ plans/ and specifications for the furnishing of all labor/
material and equipment necessary to replace the synthetic turf on the Pine Avenue Community Park
multi-purpose field have been prepared/ are on file in the Parks & Recreation Administration Offices/
and are incorporated by reference herein; and
WHEREAS1 the existing synthetic turf multi-purpose field at Pine Avenue Community Park is 10
years old and is in need of replacement due to age and wear; and
WHEREAS/ the replacement project includes removal of the existing synthetic turf from the
soccer field/ minor re-grading and re-compaction of the subsurface/ retrofits to the drainage system/
and installation of a new high quality synthetic turf; and
WHEREAS/ the new synthetic turf is expected to meet the high usage demand of this field/ and
last at least another decade; and
WHEREAS/ playability of the field will be considerably enhanced as a result of this project; and
WHEREAS/ sufficient funds are available for this project in the Fiscal Year 2016-17 Capital
Improvement Program Budget.
NOW/ THEREFORE/ BE IT RESOLVED by the City Council of the City of Carlsbad/ California/ as
follows:
1. That the above recitations are true and correct.

2. That the contract documents, plans and specifications for the Pine Avenue Community
Park Synthetic Turf Replacement (CIP Project No. 47311) have been prepared, are on
file in the Parks & Recreation Administration Offices, and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the Pine Avenue
Community Park Synthetic Turf Replacement (CIP Project No. 47311}, in accordance
with the contract document, plans and specifications referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 13th day of September, 2016, by the following vote, to wit:
AYES: Wood, Schumacher, Blackburn, Packard.
NOES: None.
