Recommended Action
Approval of a Resolution authorizing the purchase of a wastewater pumping truck from Plumbers
Depot Inc. for $454,896.
Executive Summary
In June 2016, the Carlsbad City Council adopted the Fiscal Year 2016-17 Operating Budget which
included funding for a number of vehicles, including the replacement of one wastewater pumping
truck. In addition to the budget adoption process, the City Council must authorize vehicle
acquisitions which are in excess of $100,000, either individually or collectively from the same
dealer. Staff is requesting City Council authorization for the purchase of one wastewater
pumping truck.
Discussion
Annually, the Fleet Committee reviews the city's fleet and determines which vehicles are eligible
for replacement per criteria set forth by Administrative Order #3. Due to excessive downtime
and a history of costly repairs, the Fleet Committee found it was in the best interest of the city to
replace the current wastewater pumping truck prior to the end of its anticipated useful life.
A wastewater pumping truck is used to clean and maintain the functionality of the city's sanitary
sewer system. They are used to clean lines, clear blockages and respond in the event of a sanitary
sewer overflow. The new vehicle will be purchased from Plumbers Depot Inc. through
competitive bid # 13-07, conducted by the City of Escondido in January 2014. Plumbers Depot
Inc. is offering the City of Carlsbad the same pricing offered to the City of Escondido pursuant to
Section 3.28.100 of the Carlsbad Municipal Code. The total cost of the vehicle is $454,895.40
which includes options, sale tax and fees. The Purchase Contract was been reviewed by the city's
Purchasing Officer who has found the Contract to be in compliance with city code.
The current wastewater pumping truck that is being replaced will be retired from the fleet and
sold at public auction.

Fiscal Analysis
As part of the Fiscal Year 2016-17 Operating Budget, the Carlsbad City Council authorized
$218,000 to be appropriated from the Vehicle Replacement Fund to purchase the vehicle. Due
to the early replacement, contingency funding from the Carlsbad Water District will be used to
pay for the remaining balance of $236,896.
Next Steps
Once approved for purchase, the vehicle will take approximately nine months to be built,
outfitted and delivered.
Environmental Evaluation (CEQA)
Pursuant to Public Resources code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect change in the environment, and therefore
does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF A WASTEWATER PUMPING
TRUCK FROM PLUMBERS DEPOT INC. FOR $454,896
EXHIBIT 1
WHEREAS, funds in the amount of $218,000 where previously appropriated to the Fiscal Year
2016-17 Fleet Vehicle Replacement Fund by the Carlsbad City Council for the purchase of one
wastewater pumping truck; and
WHEREAS, contingency funding from the Carlsbad Water District will be utilized to cover the
remaining $236,986 of the vehicle purchase; and
WHEREAS, the Fleet Committee has reviewed the overall condition, maintenance history,
future maintenance needs and determined it is in the best fiscal interest of the City of Carlsbad to
replace the requested vehicle; and
WHEREAS, Section 3.28.100 of the Carlsbad Municipal Code provides that the City of Carlsbad
may purchase directly from a vendor at a price established through another agency when another
agency has made its purchase in a competitive manner; and
WHEREAS, the City of Escondido used formal bidding procedures to establish the cost of
procurement of wastewater pumping trucks; and
WHEREAS, the City of Carlsbad has procured a quote from Plumbers Depot Inc. to provide one
wastewater pumping truck in accordance with the competitively bid purchase awarded by the City of
Escondido for a total cost of $454,895.40; and
WHEREAS, the Purchasing Officer has determined it is in the city's best interest to enter into a
Contract with Plumbers Depot Inc. to purchase the vehicle.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

2. That the City of Carlsbad Fleet Management Division is authorized to purchase one
wastewater pumping truck from Plumbers Depot Inc. for a total cost of $454,896.
