Accept staff presentation on the status of Climate Action Plan implementation.
Executive Summary
Staff will present a status report on implementation of the city's Climate Action Plan.
Discussion
The City Council approved the Climate Action Plan (CAP), along with the General Plan Update and
related Program Environmental Impact Report on Sept. 22, 2015. The CAP is designed to reduce
greenhouse gas emissions (GHG) in Carlsbad and streamline environmental review of future
development projects in the city. It contains measures and actions designed to achieve these
GHG reduction targets. The CAP is linked to the city's community vision core value of
sustainability by fostering green development and sustainable energy.
Activities related to the CAP include general administration and implementation of the various
measures and actions. Below is a list of CAP related accomplishments as of Sept. 13, 2016:
• Conducted a preliminary estimate of incremental costs to city departments for CAP
implementation. Presented report findings to City Council on Feb. 23, 2016, and costs
were included in FY 2016-17 departmental budgets.
• Conducted limited assessment of the lifecycle costs associated with selected CAP actions
related to solar photovoltaic systems and energy efficiency in new construction.
• Filled the CAP Administrator position within the city.
• Formed an interdepartmental CAP implementation team and conducted the first
coordination meeting.
• Posted Request for Proposals for a consultant to assist with preparation of the CAP
Implementation Plan.
• Contracted with Ascent Environmental to prepare a CAP compliance checklist for
discretionary project review and California Environmental Quality Act (CEQA) consistency.
• Purchased 11 hybrid vehicles to expand the number of low-emission vehicles in the city's
fleet (CAP Measure L: Promote and Increase in the Amount of Zero-Emissions Vehicle
Travel).

• Executed a Contract with EVGO Services LLC to install electrical infrastructure supporting
future electric vehicle charging stations at State Street parking lot and Stagecoach
Community Park (CAP Measure L: Promote and Increase in the Amount of Zero-Emissions
Vehicle Travel).
• Executed a Contract with SANDAG to provide consulting services in the preparation of a
citywide Transportation Demand Management plan (CAP Measure K: Promote
Transportation Demand Management Strategies).
• Continued to coordinate facility improvements, such as lighting replacements, with
SANDAG Energy Roadmap recommendations, and CAP measures and actions (CAP
Measure F: Encourage Commercial and City Facility Energy Retrofits and CAP Measure 1:
Promote Replacement of Incandescent and Halogen Bulbs with LED or Other Energy
Efficient Lamps).
• Incorporated energy efficiency and solar photovoltaic systems into preliminary design of
Maintenance and Operations Center building (CAP Measure G: Promote Commercial and
City Facility Commissioning and CAP Measure M: Develop More Citywide Renewable
Energy Projects).
Fiscal Analysis
There are no fiscal impacts with this status report.
Next Steps
City staff will continue to implement the Climate Action Plan and will return to City Council in
September 2017, with an annual report for Fiscal Year 2016-2017.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that is has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and,
therefore, does not require environmental review.
Climate Action Plan Consistency
The CAP calls for annual monitoring and reporting. This status report notes the CAP activities for
the first year after adoption.
