Executive Summary The City of Carlsbad has participated in the Regional Communication System agreement since 1995. The existing communication system has provided high quality voice communications citywide and throughout the region in both San Diego and Imperial Counties. The NextGen RCS will replace a communication backbone that is outdated and no longer serviceable by the vendor Motorola. Failed portions of the system have been repaired as parts availability allows or replaced when parts are not available. Replaced parts will be reused in the new system helping to bring down the initial investment cost of the new communication backbone. The next generation system will provide effective and reliable voice radio communications for routine intra-and interagency operations as well as interagency communications throughout the region during essential day-to-day operations, mutual aid and disaster operations. Discussion Agencies throughout San Diego and Imperial Counties are a part of NextGen RCS agreement that was executed in 2014. Each agency shares the total infrastructure cost based upon the final contract cost and the total number of radios they have assigned to the network. For Carlsbad, a citywide radio inventory and needs assessment was completed to ensure voice communication is adequate for daily and anticipated disaster emergency response and recovery. This needs assessment was also conducted to ensure cost containment for ongoing maintenance. The city has received their portion of the infrastructure cost, which is $1,946,133. This amount is due in full September 30, 2016. Fiscal Analysis The fiscal impact to the city is the appropriation of $1,946,133 from the General Fund balance for FY 2016-17.
