Executive Summary
Many of the wastewater pipelines in the Carlsbad Village area have reached the end of their
useful life and are in need of rehabilitation. The defects in these locations include cracked and
broken pipe, root intrusion, and groundwater infiltration which increase the risk of sewage
blockage and overflow spills. Trenchless methods for pipeline repair will be used to minimize
disruption to the community. Staff recommends approval of the project plans and specifications,
and authorization to advertise for construction bids of Project No. 5503.
Discussion
Inspection of the wastewater pipelines by closed circuit television has shown many of the
pipelines in the Carlsbad Village area have reached the end of their useful life. This project
includes the rehabilitation of approximately 7,000 lineal feet of 6-inch and 8-inch diameter
gravity wastewater pipelines now in disrepair, located in the Carlsbad Village Barrio and beach
area (Exhibit 2). The project includes the installation of cured-in-place pipe liner (CIPP) which will
result in a full structural restoration of those pipelines. The pipelines' useful life will be extended
an additional 30 to 50 years.
The CIPP method of rehabilitation is a trenchless method of construction. The application of
trench less rehabilitation methods in this project reduces construction cost, construction duration
and impacts to the community when compared to the alternative, conventional dig and replace
methods of repair. The CIPP method will significantly reduce traffic and pedestrian impacts,
minimize or eliminate pavement damage, as well as damage to adjacent utilities and structures.

Fiscal Analysis
The following table shows a breakdown of the project, including the current status of the funding
source. The Engineer's Estimate of the construction cost of the project is $658,290.

There are sufficient appropriations from the Sewer Replacement Fund for rehabilitation of
wastewater pipelines in the Carlsbad Village area, Project No. 5503.
Next Steps
A Construction Contract Request for Bids will be advertised on the city bid site. Responses will
be evaluated and a successful contractor will be selected by city staff. Staff will then return to
City Council to recommend awarding a Contract to the successful bidder.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) -minor alteration of existing facilities of public utility services
involving negligible or no expansion.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE TO RECEIVE BIDS FOR THE REHABILITATION
OF THE WASTEWATER PIPELINES IN THE CARLSBAD VILLAGE AREA, PROJECT
NO. 5503.
EXHIBIT 1
WHEREAS, inspection of the wastewater system has identified locations in the wastewater
pipelines in the Carlsbad Village area where the condition of the pipelines have been found to have
multiple defects and are in need of repair; and
WHEREAS, the condition of said pipelines is such that they may be rehabilitated by lining the
existing pipeline with cured-in-place pipe; and
WHEREAS, the City Council ofthe City of Carlsbad, California, desires to rehabilitate wastewater
pipelines by said means; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental to the rehabilitation of the wastewater
pipelines in the Carlsbad Village area, Project No. 5503, have been prepared and are on file in the Public
Works Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Section 15301{b)-minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
WHEREAS, there are sufficient appropriations in the Sewer Replacement Fund for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and Contract documents for the rehabilitation of the
wastewater pipelines in the Carlsbad Village area, Project 5503, are on file in the Public Works
Engineering Department of the City of Carlsbad and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with state law, a Notice to Contractors Inviting Bids for the construction of rehabilitation
ofthe wastewater pipelines in the Carlsbad Village area, Project No. 5503, in accordance with the plans,
specifications, and Contract documents referred to herein.
