Recommended Action Approval of a Resolution authorizing grant applications for two projects: 1) the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project, and 2) the Carlsbad Boulevard and Cannon Road Bicycle and Pedestrian Improvements Project (also known as the Terramar Area Coastal Improvement Project), for the San Diego Association of Governments (SAN DAG) Cycle 3 Regional Active Transportation Program (ATP). Executive Summary This action authorizes the city to apply to SAN DAG for two ATP grants. If SAN DAG accepts either or both of the grant applications, a funding exchange may be offered by SANDAG from the California Transportation Commission. A funding exchange is preferred, as it transfers local TransNet funds back to the community. There is a strong alignment between the two projects' goals and the intent of the ATP, to encourage increased use of active modes of transportation such as biking and walking. Discussion The California Department of Transportation has several local assistance grant programs. The ATP, created by Senate Bill 99 and Assembly Bill 101, consolidated several federal and state transportation programs to focus on making California a national leader in active transportation. The ATP grant process starts with an application to the State, which staff submitted on June 15, 2016. The California Transportation Commission (CTC) has statutory authority for administration of the ATP. The CTC has required that Metropolitan Planning Organizations, such as SAN DAG, conduct a competitive selection process for the grants. SAN DAG requires applicants to submit a formal resolution authorizing the grant application to be considered for TransNet funding. The city's two projects meet the following grant requirements: • Increase the portion of trips accomplished by biking and walking • Increase safety and mobility of non-motorized users Item #6 October 25, 2016 1 of 7 • Advance the active transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals as established pursuant to Senate Bill 375 and Senate Bill 291 • Enhance public health, including reduction of childhood obesity through the use of programs including, but not limited to, projects eligible for Safe Routes to School Program funding • Provide a broad spectrum of projects to benefit many types of active transportation users The two projects are consistent with the Mobility Element of the city's General Plan, as well as supporting Measure K, Action K-1 of the city's Climate Action Plan. Action K-1 states "Adopt a citywide transportation demand management {TOM} plan, as described in the General Plan Mobility Element, detailing a mix of strategies to reduce travel demand, specifically of single occupancy vehicles." This action directly aligns with the Fiscal Year 2016-17 Council goal to enhance Carlsbad's coastline to ensure an exceptional experience in all the ways people want to enjoy it. Fiscal Analysis Avenida Encinas Widening -Capital Improvement Project (CIP) #6004 • CIP budget in Fiscal Year 2017-18 in the amount of $5,402,000 • Total project cost $9,095,000 • City match/leverage $5,402,000 • ATP grant request (all for construction) $3,693,000 Carlsbad Boulevard and Cannon Road Bicycle and Pedestrian Improvements Project (also known as the Terramar Area Coastal Improvement Project) -Capital Improvement Project (CIP) #6054 • Adopted budget in Fiscal Year 2016-17 in the amount of $6,050,000 • Available balance $4,667,500 • Total project cost $7,576,000 • City match/leverage $4,500,000 • ATP grant request (all for construction) $2,526,000 Next Steps If either project application is awarded a SANDAG grant, staff will work with SAN DAG staff to prepare a funding exchange and administer a grant contract. Staff will work with community stakeholders to develop preliminary engineering reports. Staff will return to the City Council to adopt the final design developed by staff and community stakeholders. Environmental Evaluation {CEQA) The Carlsbad Boulevard and Cannon Road Bicycle and Pedestrian Improvements Project (also known as the Terramar Area Coastal Improvement Project) is currently going through an environmental review and the initial study has not been completed. The environmental review for the Avenida Encinas Widening project has not been started. This action, applying for a grant, does not constitute approval of the project under CEQA Guidelines section 15352(a) because it does not commit the city to a particular course of action regarding the project. Item #6 October 25, 2016 3 of 7 RESOLUTION NO. 2016-215 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING A GRANT APPLICATION FOR THE AVENIDA ENCINAS COASTAL RAIL TRAIL AND PEDESTRIAN IMPROVEMENTS PROJECT CIP# 6004 FOR THE SAN DIEGO ASSOCIATION OF GOVERNMENTS CYCLE 3 REGIONAL ACTIVE TRANSPORTATION PROGRAM. Exhibit 1 WHEREAS, the City Council of the City of Carlsbad, California has determined that the city should proceed with an application for regional active transportation funding; and WHEREAS, the Legislature and Governor of the State of California have provided funds for the Active Transportation Program (ATP) under Senate Bill 99, Chapter 359, and Assembly Bill101; and WHEREAS, the California Transportation Commission (CTC) has statutory authority for the administration ofthe ATP and established necessary procedures; and WHEREAS, the CTC has required in its ATP Guidelines that Metropolitan Planning Organizations (MPOs) coordinate the competitive selection process to select projects to receive a portion ofthe ATP funding; and WHEREAS, the San Diego Association of Governments (SANDAG), as the MPO for the San Diego region, is conducting a competitive selection process for the Cycle 3 distribution of ATP funds in the San Diego region; and WHEREAS, SANDAG is required to submit the proposed ranked list of Regional ATP projects and funding recommendations to the CTC for final consideration; and WHEREAS, SANDAG may offer a funding exchange with projects recommended through the Regional ATP competitive selection process which would reduce the administrative burden to local jurisdictions associated with federal funding requirements; and WHEREAS, if a funding exchange is offered to the City of Carlsbad, the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project (Project) would be removed from the regional ATP ranking and funded through the TransNet Active Transportation Grant Program (ATGP); and WHEREAS, the SANDAG Regional ATP competitive selection process requires applicants to submit a Resolution from their governing body to be considered for TransNet funding in the event a funding exchange is offered; and Item #6 October 25, 2016 4 of 7 Exhibit 1 WHEREAS, City of Carlsbad has submitted an application to receive ATP funds for the Project. That city staff is authorized to submit their ATP application to SANDAG to receive TransNet ATGP funds for the Project. 3. That if SANDAG offers a funding exchange to City of Carlsbad for the Project, the City of Carlsbad commits to providing $5,402,000 in matching funds from sources other than the TransNet ATGP. 4.
