Recommended Action
Adopt a Resolution appointing three members to the Parks & Recreation Commission.
Executive Summary
The term of Commissioner Withall expired in August 2016 and he is eligible for reappointment.
He was initially appointed in October 2011 to replace Commissioner Jim Farley, for a term
expiring in August 2012. He was reappointed in August of 2012 for a term expiring in August of
2016.
The term of Commissioner Meenes expired in August 2016 and he is eligible for reappointment.
He was initially appointed in August 2012 to replace Commissioner Denny Cooper, for a term
expiring in August 2016.
The term of Commissioner Proulx expired in August 2016 and she is not eligible for
reappointment. She was initially appointed in September 2008 to replace Commissioner Nora
George and has now served two full terms.
Discussion
Both Commissioner Withall and Commissioner Meenes wish to be reappointed to the Parks &
Recreation Commission.
Other members of the Parks & Recreation Commission are: Jason Hansen, Michael Luna, Matt
Simmons, and Jodi Rudick Stein.
NOTE: Members of the Parks & Recreation Commission are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests.

Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING THREE MEMBERS TO THE PARKS & RECREATION
COMMISSION
Exhibit 1
WHEREAS, Commission Members Ron Withal!, Roy Meenes and Diane Proulx terms expired in
August 2016; and
WHEREAS, there are currently three vacancies on the Parks & Recreation Commission, and
WHEREAS, Commissioner Withal! was appointed in October 2011 to replace Commissioner
Farley, for a term expiring in August 2012. He was subsequently reappointed in August of 2012 for a
term expiring in August of 2016; and
WHEREAS, Commissioner Meenes was appointed in August 2012 to replace Commissioner
Cooper, for a term expiring in August 2016; and
WHEREAS, both Commissioner Withal! and Meenes are eligible for reappointment for another
term; and
WHEREAS, Commissioner Proulx was appointed in September 2008 to replace Nora George;
and
WEREAS, Commissioner Proulx has served two full terms and is not eligible for reappointment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

Matt, I have been notified that my term with the Park & Rec Commission expires this month. With
your approval I would like to stay on for another term.
In the future, if there is ever an opening on the Planning Commission, I would appreciate your
consideration for the appointment. Having lived in a variety of countries, world class cities, here
and abroad, and traveled the world, I recognize those special qualities that serve to make a City
great. I think that my experience along with my tenure in Carlsbad, would bring a perspective to the
commission that is both valuable and unique.
Being a Carlsbad resident for 30 years and raising a family here, I believe I understand the issues
facing our community as we evolve and strive to be a "World Class City". It would be an honor to
serve as a Planning Commissioner and help advise and plan for the continuing success and future of
the City. I welcome the opportunity to talk with anyone on the council about my views and my
vision for Carlsbad.
