Approve a Resolution to accept and appropriate $2,500 in San Diego Gas
and Electric (SDG&E) grant funds.
Recommended Action
Approval of a Resolution authorizing the City Manager to accept the FY2016 SDG&E SAFE San
Diego Initiative Community Emergency Response Team (CERT) grant funds, and authorizing the
Administrative Services Director to appropriate the funds for program expenses.
Executive Summary
The SDG&E SAFE San Diego Initiative focusses on emergency preparedness and supporting safety
programs, such as Community Emergency Response Teams (CERT). With Council approval, the
City of Carlsbad Emergency Preparedness Division has participated in SDG&E SAFE San Diego
Initiative CERT grant funds programs since 2012. The City of Carlsbad has again been invited to
participate in the 2016 program. SDG&E is making up to $2,500 available to the City of Carlsbad
CERT program. The SDG&E grant is administered by the Burn Institute.
Discussion
The SDG&E grant has improved Carlsbad CERT volunteer personal safety by funding the
purchase of personal protective gear. Over the years this gear has included foul weather
jackets and head protection. The need for additional protective head gear was identified as a
safety requirement during the May 2014 Poinsettia Fire, when CERT performed community
support operations outdoors in high heat and direct sun for extended periods. The grant funds
will be used to purchase SPF-rated, broad-brimmed CERT sun hats. Such hats were purchased
with FY 2015 SDG&E grant funds and have been effectively used during 2015/16 CERT training
events. The 2016 funds will permit outfitting additional Carlsbad CERT volunteers.
Fiscal Analysis
The SDG&E grant award of $2,500 represents one-time funds. Matching funds are not
required. When received, the SDG&E funds will be appropriated to the Fire Department
Emergency Preparedness Program in the General fund. There are no ongoing expenses
associated with the purchases.
Next Steps
If the City Council adopts the Resolution, the Burn Institute will allocate $2,500 to Carlsbad for
the purchase of the aforementioned equipment.

within the meaning of CEQA in that it has no potential to cause either a direct physical change

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING, ACCEPTING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $2,500 FOR EMERGENCY PREPAREDNESS RESOURCES
THROUGH THE FISCAL YEAR 2016 SAN DIEGO GAS AND ELECTRIC SAFE SAN
DIEGO GRANT PROGRAM

WHEREAS, and the Carlsbad Fire Department's Emergency Preparedness Division has been
allocated funds through the Fiscal Year 2016 San Diego Gas and Electric (SDG&E) SAFE San Diego grant
initiative to support the Carlsbad Community Emergency Response Team (CERT) to enhance
community preparedness; and
WHEREAS, Carlsbad's Emergency Preparedness Division, based on lessons learned from the
2014 Poinsettia Fire, proposes to purchase personal protective equipment for Carlsbad CERT
volunteers, specifically SPF-rated, broad-brimmed sun hats, for enhanced protection during outdoor
response support operations under hot and direct sun conditions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the purchases specified are authorized in compliance with the grant.
3. That the City Manager of the City of Carlsbad or his designee is hereby authorized and
directed to execute said award with San Diego Gas and Electric and its designated agent,
the Burn Institute, for receipt of the subject grant funds, as well as any required reports
and/or final statements.
4. That the Administrative Services Director is authorized to appropriate $2,500 for Fiscal
Year 2016 San Diego Gas and Electric SAFE San Diego initiative grant program purchases
to the Fire Department Preparedness CERT program.
