Recommended Action Adopt a Resolution authorizing the purchase and appropriation of funds for capital equipment related to infrastructure as a service in an amount not to exceed $361,347. Executive Summary The Information Technology department has been working toward cloud based data storage or infrastructure as a service (IAAS). Capital equipment needs to be purchased to optimize the transfer and security of this data. Discussion On November 3, 2015, the City Council approved a contract with Centurylink to provide cloud hosting services. Cloud hosting (storage) is a service model in which data is processed, maintained, managed, backed up remotely and made available to users over a network (typically the internet). There are three types of equipment that will make the use of this service more efficient. The first is FS, which is the solution that is required in the IAAS cloud environment to optimize the delivery of network-based applications, security, performance, availability of servers, data storage devices, and other network resources. The second is Riverbed, which is a solution that utilizes traffic compression units to lower the operational cost of the managed wide area network (WAN) and internet links to connect the Faraday Data Center to our new cloud environment. This will help to move our servers and data from the current Faraday location to the cloud faster and with less bandwidth capacity. The third is an Adaptive Security Appliance (ASA), network firewall and network switching devices made by Cisco. Fiscal Analysis Quotes have been obtained from CDW-G and Dimension Data. The CDW-G equipment pricing was obtained using the National IPA Technology Solutions Contract 130733, which was bid and Item #7 November 8, 2016 1 of 10 awarded through the City of Tuscon, Arizona and the Western States Contracting Alliance (WSCA) contract number AR615. The Dimension Data equipment pricing was obtained using California Multiple Award Schedule (CMAS) contract number 3-09-70-0163AE pricing. The cost to purchase this equipment is $361,347. Assets that this project will replace .have funds collected in the Information Technology Replacement Fund. These assets have been identified and are sufficient to pay for the purchase of this equipment. Next Steps Purchase the equipment and have it installed on the city's IAAS solution. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification None required.
