the Adopt-a-Unit program created by America Supporting Americans
Executive Summary I Discussion
The Adopt-a-Unit program was created by America Supporting Americans in 1969 to create a
bond between American communities and the men and women who serve in the armed forces.
The program has been used to promote such camaraderie by many local cities, including Laguna
Niguel, Vista, San Clemente, Newport Beach, Tustin, and Irvine.
The HMLA-169 (the Vipers) was activated in 1971 at Camp Pendleton and serves to this day as a
premier provider of attack and utility helicopter support for Marine ground units. The Vipers
continue to meet this mission with 14 AH-12 Cobras, 18 UH-lY Hueys, and over 300 officers and
enlisted personnel.
The Vipers have been busy over the years, serving in Southwest Asia during Operation Desert
Shield and Desert Storm, providing humanitarian relief in areas like Bangladesh and the
Philippines, and were with the first wave of Marines into Afghanistan in 2001. The unit also
provided close air support to combat operations conducted during Operation Iraqi Freedom.
The Vipers have chosen the City of Carlsbad to form this special relationship with, perhaps
because both are committed to "world class" support for those they serve. The Adopt-a-Unit
program provides a mechanism for Carlsbad to show its support for the men and women of
HMLA-169.

There is no fiscal impact at this time.

Next Steps
Should the Council choose to adopt the attached Resolution, staff will submit the required
agreement form (Attachment A to the Resolution) to the America Supporting Americans
organization designating Administrative Services Director Chuck McBride as the primary contact
for the program. Assistant to the City Manager Jason Haber shall be designated as the secondary
contact.
Following submittal of the Resolution and required forms, City staff will work with
representatives of HIVILA-169 to foster relationships between the Carlsbad community and the
Marines. Members of HMLA-169 will be invited to attend city events held throughout the year
and city staff will get a chance to attend events held by the Vipers. Staff from both organizations
will also work with local city businesses and organizations that may be interested in hiring
veterans who are departing service in the Marine Corps. Other cities involved in Adopt-a-Unit
have pursued veteran committees, established scholarships, or set up programs for increased
community involvement with military units, such as programs that create and send care packages
for deployed units.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE ADOPTION OF MARINE LIGHT ATTACK
HELICOPTER SQUADRON 169 (HMLA-169)

WHEREAS, American military forces are either engaged in defending or are prepared to defend
and support American interests and principles, and
WHEREAS, the Adopt-a-Unit program created by America Supporting Americans on March 4,
1968 provides a mechanism whereby all branches of the United States Armed Services can be
"adopted" by American communities, and
WHEREAS, the purpose of this adoption program is to create a bond between American
communities and the military men and women who bravely serve their country, and
WHEREAS, this bond is intended to support the morale of said service men and women without
regard to individual political ties or affiliations, and
WHEREAS, in recognition of the challenges confronting American service men and service
women, it is appropriate and fitting that the City of Carlsbad in the State of California show its support
by adopting the following squadron: Marine Light Attack Squadron 169.
NOW, THEREFORE, BE IT RESOLVED that the City of Carlsbad in the State of California does
hereby adopt and offer its ongoing respect and support, in time of war and in time of peace, to the
following squadron: Marine Light Attack Squadron 169.
BE IT FURTHER RESOLVED that the City Council hereby designates the following individual as
the officiat primary liaison between this community, the newly adopted unit/ship/squadron, and
America Supporting Americans, as the organization which has facilitated this adoption: Chuck
McBride. All contact information for this individual is included in the Adoption Agreement Form
hereby attached as "Attachment A" and accompanying this adoption Resolution.
The City of Carlsbad in the State of California hereby encourages all city employees, businesses,
service clubs, charitable organizations, and private citizens to become involved in supporting this
adoption.
