Recommended Action Adopt a Resolution authorizing the purchase of two replacement fire engines from Seagrave Fire Apparatus,LLC for $1,412,795. Executive Summary in June 2016, the Carlsbad City Council adopted the Fiscal Year (FY) 2016-17 Operating Budget which included funding for the replacement of two fire engines.In addition to the budget adoption process, the City Council must authorize vehicle acquisitions which are in excess of $100,000,either individually or collectively,from the same dealer.Staff is requesting City Council's authorization for the purchase of two replacement fire engines. Discussion Annually, the Fleet Committee reviews the city's fleet and determines which vehicles are eligible for replacement per criteria set forth by Administrative Order #3.Administrative Order #3 identifies vehicle replacement schedules for all of the city's fleet vehicles.As it relates to the replacement of fire engines, the order identifies a target age of 15 years and a target mileage of 110,000 miles.As part of the Fleet Committee's annual review, two fire engines were selected for replacement based on their age,mileage, and condition. The engines being replaced meet target age and exceed the target mileage as identified in Administrative Order #3.The fire engines have current odometer readings of 117,000 and 126,000 miles respectively and both engines were put into service in 2001. The city's fire department currently operates seven Seagrave fire engines and one ladder truck. Specifying the replacement engines as Seagrave units provides consistency in the fleet which provides standardization and ease of operation and maintenance. The city's fleet technicians are certified Seagrave warranty mechanics, which enables city staff to complete warranty repairs rather than sending the engines out for repairs, thus reducing the "out of service" time of the fleet. In addition, Seagrave provides the city direct pricing on replacement parts. A standardized fleet allows the fire department to seamlessly integrate new and replacement apparatus, streamlines the repair process, and reduces the cost of parts and labor with mechanics certified by Seagrave. The new vehicles will be purchased from Seagrave Fire Apparatus,LLC through HGACBuy contract FS12-15.HGACBuy is a voluntary association of local governments that allows participating members to utilize public competitively bid contracts compliant with state statutes. The City of Carlsbad is a member agency of HGACBuy, and Section 3.28.100 of the Carlsbad Municipal Code allows for cooperative purchasing. The build and outfitting of the replacement engines have been specified, and each build includes both published and unpublished options. Published options are options that were published and included with the HGACBuy contract base price; unpublished options are build options that were not specifically published with the replacement engines base build configuration.Unpublished options allow customization of an apparatus to meet the specific agency requirements. The city saves approximately 1.5 percent, or $13,168, of the total purchase price by purchasing through the HGACBuy contract.In addition,because the city is buying the two replacement engines at the same time, the city receives a discount of $10,825 on the purchase price of the second engine. The total cost of the replacement fire engines is $1,412,795 which includes all options, sales tax and fees. The purchase contract has been reviewed by the city's Purchasing Officer who has found the contract to be in compliance with city code. Fiscal Analysis As part of the i-V 2016-17 Operating Budget, the Carlsbad City Council authorized $1,530,000 to be appropriated from the Vehicle Replacement Fund to purchase the two replacement fire engines. The purchase price is $1,412,795, leaving a budget balance of $117,205 in the vehicle replacement fund for emergency equipment outfitting. Next Steps Once approved for purchase, the replacement fire engines will take approximately 11 months to be built, outfitted and delivered. The two fire engines being replaced will be retired and sold at auction with the proceeds being returned to the vehicle replacement fund. Environmental Evaluation (CEQAI Pursuant to Public Resources code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect change in the environment, and therefore does not require environmental review. The Fire Department responds to over 11,500 service calls annually.A fire engine pumper is staffed with life safety personnel and equipment to provide emergency medical services and fire protection to the individuals and property of the community.Currently, the Carlsbad Fire Department is operating eight fire apparatus manufactured by Seagrave, seven fire engines and one ladder truck. In 1998, then Fire Engineer Bill Anderson worked with Fleet Maintenance to develop efficiencies and effective maintenance for fire apparatus.One of the most significant programs to be introduced was the standardization of the fire engine fleet.A standardized fleet allows the fire department to seamlessly integrate new, replacement apparatus, streamlines the repair process, and reduces the cost of parts and labor with city mechanics certified by Seagrave.Seagrave's cab is well known throughout the industry as the safest of the premium cabs, and is the strongest in the industry.Seagrave designs, engineers and manufactures with the utmost attention to personnel safety and the day to day demands of high call volume departments.Seagrave is known to have the "Best lifetime value in the industry." Every dollar spent on maintenance demonstrates the reliability and availability of a particular piece of equipment.The maintenance cost of the older, high mileage apparatus are exponentially higher than the newer, lower mileage equipment.Carlsbad fleet mechanics spend the majority of their time working on apparatus that should, by industry standard, be either in reserve status or retired from service.This reduces the amount of available time for the fleet mechanics to perform routine preventative maintenance on newer apparatus. City of Carlsbad fleet maintenance personnel provides our vehicle maintenance, services and repairs, and our mechanics are Seagrave factory trained and certified along with being California Fire Apparatus Mechanic Certified which means that warranty and repair work can be performed on site, significantly decreasing the amount of time apparatus are placed out of service.Carlsbad fleet personnel also receives direct pricing on parts which comes out to 30% off what a local distributor would sell the same part for.In addition, any work that cannot be taken care of by our mechanics is sent to South California Fire Services, Inc. (Seagrave) in Corona, CA and they provide an excellent warranty facility. Fire Department 2560 Orion Way I Carlsbad, CA 92010 I 760-931-2141 t All fire apparatus manufacturers were evaluated, and although not the gold standard, Seagrave's commitment to safety with their stainless steel "safety cage" cab design, corrosion resistance and moderate pricing set them apart. In June 2016, the Carlsbad City Council adopted the Fiscal Year 2016-17 Operating Budget which included replacement funding for a number of city vehicles.This funding incorporated the replacement of two fire engines that have reached their useful life.$1,530,000 was authorized to be appropriated from the Vehicle Replacement Fund to purchase the apparatus. According to Administrative Order #3,a "fire truck"is eligible for replacement at 15 years or 110,000 miles. These fire engines have exceeded both replacement criteria.At the time of delivery of the replacement engines (345 calendar days upon receipt of complete order), they will have approximately 124,406 (F840) and 134,698 (F841) miles respectively.Both of these fire engines were manufactured in 2001 and have reached the end of their useful life as reserve fire engines and will be sold at auction.The funds raised from auction will be placed back into the Vehicle Replacement Fund to assist with future purchases.The two current front line fire engines that are being replaced will be moved to reserve status. The new replacement fire engines will be purchased from Seagrave Fire Apparatus,LLC through HGACBuy contract FS12-15.HGACBuy is a voluntary association of local governments that allows participating members to utilize public competitively bid contracts compliant with state statues.HGACBuy Cooperative Purchasing Program offers the best pricing for this equipment and meets the technical specifications needed by the Fire Department.The City is a member of the HGACBuy Cooperative Purchasing Program which allows and provides a process for government entities to participate in the existing contract and Section 3.28.100 of the Carlsbad Municipal Code allows for cooperative purchasing.The city saves approximately 1.5% by purchasing through the HGACBuy contract. The purchase contract has been reviewed by the City's Purchasing Officer who has found the contract to be in compliance with city code. The current contract pricing from Seagrave is valid until November 30, 2017.After this, the cost is subject to CPI increases.By purchasing both engines at the same time, the City is eligible for a 1.5% discount, or approximately $10,825.The cost for two replacement fire engines from Seagrave is $1,412,795, and an additional $117,205 for emergency equipment outfitting.
